Approval to use State Contract No. ADSPO17-174291-ez with SD Crane Builders, Inc. to install a new walk-in cooler and freezer for the Globe Jail kitchen.
Background Information
The walk-in cooler at the Globe Jail kitchen is in poor condition and has been experiencing frequent costly repairs. Maintenance is becoming difficult due to the deterioration of the box caused by water intrusion from rain and condensate. The current refrigeration equipment uses an ozone-depleting refrigerant that is no longer available and the conversion to a newer refrigerant has caused diminished cooling performance and has been problematic as well. The potential for food not being at the correct temperature is a big concern.
Evaluation
The project will consist of removing the existing walk-in box structure and refrigeration equipment,  ten reinstalling the new walk-in box structure and refrigeration equipment, and upgrade electrical system and components to accommodate the new refrigeration equipment.

The walk-in cooler is on the exterior of the jail building sandwiched between the Gila County Jail laundry and kitchen. The exterior of the box has been used as the interior wall of the jail laundry and will require some delicate demolition and construction to replace the box as well as maintain security during the process. A temporary wall at the doorway on the jail laundry side will be necessary to keep the weather out. A temporary door on the jail side will also be put in place on the inside of the jail wall opening for security. After the walk-in box is installed, a new single ply membrane roof will be installed over the box and some repair of the foam roofing will be necessary.

The attached proposal was submitted by SD Crane Builders and confirmed by the Gordian Group in the amount of $80,999.54 for the work will be required on the project. Public Works Facilities will add an additional $5,000 to the cost for contingency only to be expensed with prior authorization of the County Project Manager for a total of $85,999.54.
Conclusion
The Public Works Facilities team has concluded that the most viable, direct route of accomplishing the objective of installing an upgraded walk-in cooler for the Globe Jail can be obtained by utilizing a cooperative contract with the State of Arizona Procurement Office with SD Crane Builders, Inc., a General Contractor, for the removal, installation and construction required to obtain a more efficient and reliable walk-in cooler for the Globe Jail.
Recommendation
The Public Works Division Director and Facilities Manager recommend that the Board of Supervisors approve the use of State of Arizona Procurement Office Contract No. ASDPO17-174291-ez with SD Crane Builders, Inc. for the removal, installation and construction required to obtain a new walk-in cooler for the Globe Jail.
