Request/Subject

Ratification of the Board of Supervisors' approval to support public transportation services for disabled and aged persons within the Towns of Payson and Star Valley in the amount of $25,000; and to approve Agreement No. 121818 between Gila County and the Payson Senior Center for transportation services.

Background Information

At the Board of Supervisors' May 1, 2018 meeting, the Payson Senior Center presented its plan to provide public transportation services to the Towns of Payson and Star Valley. The presentation included a request to the County to partially fund operational costs. The Payson Senior Center followed up with additional information confirming that they entered into a two-year contract with the Arizona Department of Transportation (ADOT) for a pilot program transit system that will reach Mesa Del, Payson and Star Valley. The request on November 5, 2018, also asked for support from the County in the amount of $25,000. Granting of these funds is allowed per the requirements outlined in A.R.S. § 11-267.

This item was tabled at the Board of Supervisors' January 22, 2019, meeting to allow further revisions to be made to the agreement.

Evaluation

The Payson Senior Center received a two-year contract from ADOT to support the pilot program and is requesting support from partner agencies. This is a request to ratify the Board of Supervisors' approval to provide a donation to the Payson Senior Center for its Beeline Bus Transit System's Transit Program in the amount of $25,000; and to approve Agreement No. 121818 between Gila County and the Payson Senior Center to provide transportation services for persons with disabilities and persons sixty years or older.

Conclusion

A check from Gila County in the amount of $25,000 was previously presented by the Board of Supervisors to the Payson Senior Center. The Board needs to approve Payson Senior Center's request for donation in the amount of $25,000; and approve Agreement No. 121818 which is in effect from October 1, 2018, through September 30, 2019. The agreement may be renewed for three one-year periods with the approval of both parties.

Recommendation

Ratify the Board of Supervisors' approval to support public transportation services for the Towns of Payson and Star Valley in the amount of $25,000; and to approve Agreement No. 121818 between Gila County and the Payson Senior Center for its transportation services to persons with disabilities and aged persons within the County.
