| Approval of Funding Agreement No. 127-23 for Community Development Block Grant (CDBG) Regional Account Funds with Designation of Deposit of Grant Funds and Authorized Signature Card Documents |
| Background Information |
The Community Development Block Grant (CDBG) program was started with the Housing and Community Development Act of 1974 where the Department of Housing and Urban Development was to distribute funds to entitlement communities for projects that would develop viable communities, provide decent housing, and suitable living environments and expand economic opportunities. It wasn't until 1981 that each state received an allocation on behalf of the non-entitlement communities and in 1982 funds were distributed and administered from the Arizona Department of Housing (ADOH) to the four rural Councils of Government within Arizona.
Each year an eligible application is submitted by communities to the ADOH for projects that must meet at least one of the following national objectives; benefiting an area that is 51% or more low to moderate income; preventing or eliminating slum and blight, or addressing an urgent need due to a natural disaster or human health hazard. |
| Evaluation |
Funding Agreement No. 127-23 between Gila County and the Arizona Department of Housing for $118,158 in CDBG funds will allow owner-occupied Housing Rehabilitation-Emergency Repairs for at least six eligible homeowners in Gila County. This funding agreement will be for the period of December 1, 2022, through March 30, 2024. The Designation of Deposit of Grant Funds (F-1), Authorized Signature Card for Request for Payment on CDBG Account (F-2), and Authorized Signature Card for all Administrative Actions pertaining to CDBG Funding Agreements forms will allow for payments to be mailed to Gila County and allow employees to perform payment requests and/or other actions in related to this Funding Agreement.
1) Receive authorization to submit the CDBG grant applications for CDBG Regional Account (RA) funds by adopting Resolution No. 22-01-01. (Resolution No. 22-01-01 was adopted by the Board on January 14, 2022, this requirement is fulfilled.) Federal funds are funneled through the Arizona Department of Housing (ADOH) and the Central Arizona Association of Governments. This is a yearly regional fund source allocated to cities, towns, and counties within the State of Arizona.
2) One of the application requirements is to adopt Owner-Occupied Housing Rehabilitation Guidelines (OOHRG). The OOHRG was last reviewed by the Community Services Department on January 14, 2022. Resolution No. 22-01-02 was adopted by the Board on January 14, 2022.
3) Another application requirement is to adopt a Residential Anti-Displacement and Relocation Assistant Plan (Plan). Resolution No. 22-01-03 was adopted by the Board on January 14, 2022, as outlined in the Plan. |

| Funding Agreement No. 127-23 will provide $118,158. in CDBG owner-occupied Housing Rehabilitation-Emergency Repairs funding to Gila County, which will be used to rehabilitate at least six eligible homes. |

| The Community Services Department Director of Housing Services, recommends that the Board of Supervisors approve Funding Agreement No. 127-23 and the supporting documents (F-1, F-2, and Authorized Signature Card for all Administrative Actions pertaining to CDBG Funding Agreements) for the Amount of $118,158. |
