Request to Advertise Information to Bid No. 101122 - Russell Gulch Landfill Stage 3A Expansion

Background Information

The current cell at the Russell Gulch Landfill should reach capacity in sometime in May 2023. Before that, a new cell needs to be opened and permitted by the Arizona Department of Environmental Quality (ADEQ) to accept Municipal Solid Waste (MSW). Recycling and Landfill Management has expansion plans and documents ready to advertise for bid.

The expansion will require the demolition and disposal of three existing buildings. The contractor will be responsible for that as part of the expansion. The buildings are the current landfill office and two storage buildings. The conex boxes will be relocated outside of the expansion area. When opened the new cell should be able to accept waste for nine years before reaching capacity. At that time there is one additional expansion permitted and planned.

Construction is expected to begin in January of next year and should take two months to complete.

Evaluation

In order to meet anticipated deadlines, it is necessary to advertise the project as soon as possible. The bid documents are complete and ready.

Conclusion

This expansion will be paid for with funds from the Recycling and Landfill Management (RLM) Department. No general funds will be used for the construction of the expansion. RLM has been budgeting for this project for a number of years.

Recommendation

The Public Works Department Director and the Recycling Landfill Manager recommend approving the request to advertise IFB No. 101122 - Russell Gulch Landfill Stage 3A Expansion.
