Approval of Amendment No. 2 to an Intergovernmental Agreement (Contract No. CTR055209) with the Arizona Department of Health Services (ADHS).
Background Information
The purpose of the Gila County Public Health Emergency Preparedness Program is to readily prepare the staff and community for any public health emergency. This includes staff training, development of disaster plans, organizing disaster exercises, and procuring emergency supplies and equipment. The program exists to enhance all-hazard strategic planning and direction, coordination and assessment, surveillance and detection capacities, risk communication and health information dissemination, telecommunications capabilities, and education and training. The initial Intergovernmental Agreement (Contract No. CTR055209) began a contract funding period for the public health emergency preparedness grant from July 1, 2021, to June 30, 2026.

The Board of Supervisors approved the Intergovernmental Agreement (Contract No.CTR055209) with ADHS on June 1, 2021, in the amount of $204,367 for July 1, 2021, to June 30, 2022.

Amendment No. 1 to the Intergovernmental Agreement (Contract No. CTR055209) was made available during the two-year budget period and period of performance to conduct activities necessary to expand, train, and sustain a response-ready public health workforce. Recipients operated under a two-year budget and performance period. The two-year period of performance for this funding was from July 1, 2021, through June 30, 2023. The Gila County Board of Supervisors approved Amendment No. 1 to the Intergovernmental Agreement (Contract No. CTR055209) with ADHS on January 4, 2022.

In Amendment No. 1, the grant-related activities fall within the following four strategies: 1) Hire additional public health staff to sustain ongoing COVID-19 response and recovery initiatives; 2) Augment the public health workforce pipeline to improve the ability to sustain COVID-19 recovery initiatives and prepare for future responses; 3) Develop or enhance training programs for new and/or existing public health staff supporting COVID-19 preparedness, response, and recovery efforts; and 4) Retain existing public health staff through various initiatives to ensure continued COVID-19 preparedness, response, and recovery efforts.

Amendment No. 2 enhances the deliverables in the grant-related activities noted in Amendment No. 1 above. Changes include mid-year and annual reporting, required information, and due dates.
Evaluation
This funding will allow the Health & Emergency Management Department, Division of Public Health Emergency Preparedness, to continue to build on the current strategies that are in place that will strengthen incident management, jurisdictional recovery, biosurveillance, information management, countermeasures, mitigation, and surge/outbreak management of COVID-19. We will continue to provide laboratory testing (as needed), and data collection to enable the identification and tracking of COVID-19 cases in the County. The Public Health and Emergency Preparedness Division will continue to work with healthcare partners and at-risk populations to reduce the transmission of COVID-19, minimize morbidity and mortality, and preserve healthcare, workforce, infrastructure functions, and minimize social and economic impacts.
Conclusion
Approval of Amendment No. 2 to the Intergovernmental Agreement (Contract No. CTR055209) will allow the Health & Emergency Management Department to strengthen the readiness of the community and prepare for, respond to, and recover from public health emergencies and/or disasters.
Recommendation
The Health & Emergency Management Department Director recommends that the Board of Supervisors approve Amendment No. 2 to the Intergovernmental Agreement (Contract No. CTR055209) with ADHS to enhance the deliverables in the grant-related activities.
