Presentation of the 2016 Gila County Teacher of the Year awards to Erika Flores (Copper Rim Elementary School, Globe Unified School District) and Kevin Mart (Young Public School) by Dr. Linda O'Dell, Gila County School Superintendent.
Background Information
The purpose of the Gila County Teacher of the Year Program, established in 2011, is to publicly acknowledge and celebrate the efforts of professional educators who demonstrate excellence both in and out of the classroom. The goals of the Gila County Teacher of the Year Program are to: 1) Acknowledge, celebrate and promote excellence in teaching; 2) Recognize and honor teachers who have demonstrated outstanding leadership and excellence in teaching; 3) Pay tribute to individuals who have made outstanding contributions in educating the young people of Gila County; and 4) Select a nominee for the Arizona Rural Schools Association Teacher of the Year competition. Nominees may be nominated by another educator, an administrator or by a parent or community member. A selection committee comprised of educators and community members reviews and screens all applications and selects finalists who participate in a personal interview with committee members. The Gila County Education Service Agency sponsors the Gila County Teacher of the Year as a nominee in the Arizona Rural Schools Association (ARSA) Teacher of the Year competition. Mrs. Erika Flores of Globe and Mr. Kevin Mart of Young have been selected as the 2016 Gila County Teachers of the Year. Mrs. Flores, who currently teaches first grade at Copper Rim Elementary School, represents elementary schools. Mr. Mart, science teacher for grades three through twelve at Young Public School, represents middle and high school teachers. Three other finalists were also interviewed by the judges: Claudia Bertoldo (Preschool teacher, Miami Unified School District); Brian Young (English teacher, Payson High School); and Barbara Warren (Preschool/Kindergarten teacher, Tonto Basin Elementary School District). Erika Flores and Kevin Mart will each be presented with a plaque and cash award in recognition of their selection as the 2016 Gila County Teachers of the Year.

Roosevelt Resort LLC., Liquor License Application-Gila County Order No. LL-16-02.
Background Information
Susan Mary Alexander has submitted an application to the Arizona Department of Liquor Licenses and Control (DLLC) for the Roosevelt Resort Park in Roosevelt. The application is for a person transfer of a Series 6 bar liquor license with an interim permit to operate. The Series 6 bar license is defined as follows: An on-sale retailer authorized to sell beer, wine and distilled spirits in individual portions for consumption on the licensed premises, AND in an original, unopened, container for consumption off the licensed premises in limited quantities established under A.R.S. §4-206.01(F), AND beer in to-go container that is sealed and labeled as described in A.R.S. §4-4-244(32)(c). A.A.C. R19-1-101(A)(2). Part of the statutory process is once the DLLC accepts and processes the liquor license application, it is sent to the local governing body in which city, town or county the establishment is located. Upon the local governing body's review of the application, a recommendation is then issued by the local governing body, which in Gila County it is the Board of Supervisors (Board), to the DLLC to either approve, deny or issue a "no recommendation" decision. Per statutory requirements, a notice of hearing by the Board was posted at the establishment for a period of 20 days, specifically to inform any person residing or owning or leasing property within a one-mile radius of the establishment regarding this application. To date, the Clerk of the Board Department has not received any objections to this application.
Evaluation
The application has been forwarded to the Gila County Clerk of the Board Department for submission to the Board. An internal review has been conducted by the Gila County Building Permit Department, the Treasurer's Office, and the Health Department. Building Permit Department staff visited the establishment and noted that the building is in compliance with zoning and building clearances. The Treasurer's Office staff has submitted documentation indicating that there are no tax issues with this applicant. Health Department staff visited the establishment and determined there are no issues with regard to Health Department permits.
Conclusion
The application has been reviewed by several County departments with no objections and no one has submitted a written objection to this application; therefore, a public hearing should be held by the Board to entertain any comments from the public with regard to the application before the Board takes an action to issue a recommendation to the DLLC.
Recommendation
The Clerk of the Board of Supervisors recommends that the Board issue an approval recommendation to the DLLC if there are no objections received during the public hearing.

Acceptance of $5,500 Library Services and Technology Act (LSTA) Grant 2016-36001-04
Background Information
The Payson Librarian, Emily Linkey, on behalf of the Gila County Library District, applied for a Library Services and Technology Act (LSTA) grant in March 2016, offered by the Arizona State Library, Archives and Public Records Department, for additional funding for electronic book titles ( e-books). These grants do not require additional matching funds. The State Library has notified the Library District that we have been awarded $5,500 for this grant.
Evaluation
The Library District began a new electronic book (e-book) collection in fiscal year 2016 with a very limited budget to provide e-books to all residents. The retail price of e-books is comparable to retail pricing of traditional books, and e-audio books are often $80 per title. Several of the local libraries have also contributed funds to grow the e-book collection. This grant will provide $5,500 for electronic audio books to expand this collection and provide the residents access to e-audio titles.
Conclusion
The public libraries in Gila County are very supportive of this opportunity to expand the e-book collection to include audio e-books. The Payson Librarian will be the project manager and assist with choosing titles for this grant.
Recommendation
Library District staff recommends that the Library District Board of Directors accept this Library Services and Technology Act (LSTA) grant from the Arizona State Library, Archives and Public Records in the amount of $5,500 for audio eBooks for the Overdrive collection.

Background Information
Arizona Revised Statutes - Chapter 17-Levy, Article 3-Local Government Budget Process outlines the budget requirements and timelines for each county's and incorporated city's and town's budgets. For the Gila County Library District, the process includes the Library District Board of Directors adopting a tentative budget and; thereafter, at a future Board meeting, adopting a final budget. The Library District's budget is included in the entire budget for Gila County.
Evaluation
In Gila County, the Board of Supervisors acts as the Board of Directors for the Gila County Library District. In order to adopt the Library District's annual tentative budget for fiscal year 2016-2017, the Board of Supervisors must adjourn as the Board of Supervisors, convene as the Library District Board of Directors and then take an official action to adopt that tentative budget.
Conclusion
An overview of the proposed tentative budget will be given by Jacque Sanders, Gila County Assistant County Manager/Librarian, to the Board of Directors. After a discussion, the Library District Board of Directors will consider adopting the proposed tentative budget.

Transfer of Mobile Communications Vehicle from the AZ Department of Emergency and Military Affairs to Gila County Emergency Management at no cost to Gila County.
Background Information
The mobile communications vehicle was originally purchased through federal grant funding provided by the Arizona Department of Emergency and Military Affairs. The concept of this vehicle, and others like it, was to be forward deployed throughout the State of Arizona to enhance rural Arizona counties emergency communications abilities. Gila County Emergency Management previously had this vehicle in the fleet and it was utilized by Emergency Management, enhancing the capabilities of regional communications. A few years ago, this vehicle was returned to the State. Now that the grant requirements have been fulfilled, the State of Arizona is offering Gila County Emergency Management the opportunity to take ownership (without cost) of the vehicle to assist in regional emergency communications. Both the northern and southern regions of Gila County have challenges in regards to terrain and effective radio communications coverage. In a developing incident, this vehicle can be deployed to an area lacking coverage with the ability of providing a vital link that will connect those out of range areas.
Evaluation
Acceptance of this mobile communications vehicle will give the entire region of Gila County the ability to bridge the communication gaps that are problematic and dangerous during response to a flood, fire or other major incidents that require multiple responding agencies to operate in a given area.
Conclusion
The approval of the (no cost) mobile communications vehicle will provide Emergency Management the tools to provide enhancing technologies to support the regional first responders, better preparing the County to respond and mitigate in the preparedness and response safety and effective coordination of responders.
Recommendation
It is the recommendation of the Gila County Health and Emergency Services Division Director that the Board of Supervisors approve the transfer of the mobile communications vehicle from the Arizona Department of Emergency and Military Affairs to Gila County Emergency Management.

The current Gila County policy on the abandonment of roadways in Gila County lets staff initiate abandonment proceedings with approval from the Board of Supervisors. This request is to begin the process to abandon a portion of an alley in Block 6, between Lots 6-12, and Lots 13-19, in the Cobre Valley Townsite Subdivision, Official Map No. 56 Gila County Records.
Background Information
Cobre Valley Townsite Subdivision was recorded in 1918. Some of the roads and alleys in the subdivision have never been built and exist only on the map. Gila County staff has identified a portion of this alley as never being built and suitable for abandonment. The alley serves no purpose and abandoning it will not deny anyone access. Due to the topography of the land and the width of the alley (15’), the alley can never be developed.
Evaluation
Adjoining property owners have been identified and are being asked if they support the proposed abandonment.
Conclusion
It is in the best interest of all involved to begin the process to abandon a portion of an alley in Block 6, between Lots 6-12, and Lots 13-19, in the Cobre Valley Townsite Subdivision, Official Map No. 56 Gila County Records.
Recommendation
It is the recommendation of the Public Works Division Director that the Board begin the process to dispose of a portion of the alley described above in the Cobre Valley Townsite Subdivision.

Request/Subject
To adopt Resolution No. 16-06-04 authorizing staff to submit an application to the Central Federal Lands Highway Division (CFLHD) of the Federal Highway Administration (FHWA) for a paving project on Forest Highway 12 (FH 12).
Background Information
In April 2016, the CFLHD issued a call for projects for the Federal Lands Access Program (FLAP). FLAP is used to fund the transportation facilities owned or maintained by the State or local entity that provides access to, are adjacent to, or are located within Federal lands with an emphasis on high-use recreation sites or federal economic generators. Projects may include engineering, rehabilitation, restoration, construction, reconstruction, transportation planning, and research of the eligible transportation facility. A local match of 5.7% is required if the project is funded. If successful, the match will come from the County’s ½ cent transportation excise tax. FH 12, locally known as Forest Road 512 or the Young Road, meets the requirement of the program. Public Works submitted a paving project in 2013 and was unsuccessful in acquiring funding. It is the intent of Public Works to submit an application for continuing the paving from the north end of the road south towards the community of Young. Currently the paved road ends at the edge of the Mogollon Rim and it is a gravel road for the next 13 miles until paving begins again and continues into the community. The intent of this application is to pave approximately four (4) miles of the road as it traverses off of the Mogollon Rim. This portion of the road has steep grades which produce an uneven "washboard" surface increasing the chances for a vehicle to lose traction potentially leading to accidents. The first two miles of the road has steep drop-offs with no safety barricades and inadequate sight distances due to the horizontal and vertical alignment of the road.
Evaluation
A paved road will increase safety and reduce accidents due to vehicles losing control due to the uneven surface of a gravel road. Guardrail will be installed in locations with steep drop-offs. Horizontal re-alignment could occur in places with limited sight distance.
Conclusion
It is in the best interest of the County to submit an application for funding to pave a portion of FH 12, also known as Forest Road 512 or the Young Road.
Recommendation
It is the recommendation of the Public Works Division Director that staff submit an application to the FLAP for a paving project on FH 12.

Approve Intergovernmental Agreement No. 033116 Town of Star Valley-Law Enforcement Services.
Background Information
At the June 7, 2009 Board of Supervisors' Regular Meeting, the Board of Supervisors approved entering into an Intergovernmental Agreement (IGA) with the Town of Star Valley, whereby Gila County would provide law enforcement services to the Town of Star Valley. For three years prior to this agreement, the Payson Police Department provided law enforcement services to the Town of Star Valley. The term of the IGA entered into on June 7, 2009, was for a one-year period, from July 1, 2009 through June 30, 2010, with the option to renew for five successive one-year periods. As of June 30, 2015, all renewal periods had been exhausted. On November 17, 2015, the Board of Supervisors approved IGA No. 041015-1 to allow the County to continue to provide law enforcement services to the Town of Star Valley for one year, from July 1, 2015 through June 30, 2016. This new agreement was approved with no increase in the charges of $383,273 which had been in effect for the seven (7) years of the agreement.
Evaluation
The Sheriff has reviewed the services to the Town of Star Valley and the cost of providing those services and determined that an increase is necessary to maintain the current level of service. The attached worksheet reflects maintaining the current level of service and the cost of providing the services in FY2015-16. The cost increased from $383,273 to $444,127 even though the previous IGAs were not revised to reflect the change. The Town has requested that the $60,854 increase be spread over three (3) years and we have concurred as outlined below. Also, to prevent the disparity between the cost of providing the service and the contract amount from occurring in the future, staff is recommending an annual increase in the contract amount equal to 2% based upon the projected increase in the US Department of Labor Consumer Price Index. Per the terms of the IGA, annual payments shall be made by the Town of Star Valley as follows: FY2016-17 - $405,283; FY2017-18 - $427,293; FY2018-19 - $449,303; and, FY2019-20 - $471,313. The cost is calculated based upon the attached Law Enforcement Contract Proposal Worksheet for FY2015-16 and includes phasing in the higher amount over three years as well as a 2% annual increase based upon the projected increase in the Consumer Price Index. Payment shall be made each year in two (2) equal installments equal to one half (1/2) of the annual cost, with each installment due and payable no later than the last day of the second and fourth fiscal quarters (December and June).
Conclusion
Gila County and the Town of Star Valley desire to continue the law enforcement services to the Town of Star Valley, which Gila County has provided for the last seven (7) years. The significant changes in this new IGA include: 1) a four year contract rather than a one year with 3 automatic annual renewals; 2) increasing the contract amount to more closely align with the actual cost of providing the services ($383,273 to $444,127); 3) phasing in the $60,854 increase over three years; and, 4) adding an annual 2% increase based upon the Consumer Price Index.
Recommendation
The Gila County Sheriff and the Finance Division Director recommend approval of Intergovernmental Agreement No. 033116 to enable the Gila County Sheriff's Office to continue to provide law enforcement services to the Town of Star Valley.
Suggested Motion
Information/Discussion/Action to approve Intergovernmental Agreement No. 033116 whereby the Gila County Sheriff's Office shall continue to provide law enforcement services to the Town of Star Valley for a period of four years, effective July 1, 2016, through June 30, 2020. Approve Amendment No. 2 to Intergovernmental Agreement No. 022414 with the City of Globe.
Background Information
On April 1, 2014, the Board of Supervisors approved Intergovernmental Agreement (IGA) No. 022414 with the City of Globe, whereby on occasion, and upon request from the City of Globe, the County will provide excess granite resurfacing material, when available, during the time period of March 18, 2014, to March 17, 2015, for use in the City's park recreational facilities. Amendment No. 1 was approved on May 5, 2015, which extended the term of the IGA from March 18, 2015, to March 17, 2016.
Evaluation
On occasion the City of Globe has a need for granite to provide ground surfacing in the City parks. The City of Globe does not have access to granite and seeks to find the most cost effective means possible to continue to provide recreational facilities for use by Gila County citizens for recreational purposes. Gila County has access to a granite pit that produces granite for surfacing walking, driving and parking areas. To further the economic development of the County, the County agrees that upon written request from the City of Globe, and when in the opinion of the County, the County has excess granite available, the County will provide granite to the City of Globe for use in City parks. The County will remove the granite from the County pit and screen the granite, if necessary. The City will provide the loading and transportation of the Granite to the City park where it is needed. IGA No. 022414 expired on March 17, 2016. The IGA contains a provision that allows for two one-year renewal periods, upon mutual consent of both parties. This Amendment will serve to extend IGA No. 022414 for one additional year, from June 21, 2016, to June 20, 2017.
Conclusion
By having an active IGA in place, it will allow for the County to provide, when available and upon request by the City of Globe, excess granite for surfacing ground areas at City parks between June 21, 2016, to June 20, 2017.
Recommendation
Staff recommends that the Board approve Amendment No. 2 to IGA No. 022414 between Gila County and the City of Globe to extend the IGA for a one-year period, so that the County may provide excess granite material to be used, on occasion and upon request and availability, for recreational facilities at City parks so that Gila County citizens may continue to use the City parks for recreational purposes.

Amend FY15/16 Tax Levies and Tax Rates Table.
Background Information
Each year the Board of Supervisors approves the Tax Levies and Tax Rates table which sets the tax rates for the upcoming fiscal year for each jurisdiction. The Board of Supervisors approved the tax rate table for FY16 on August 17, 2015.
Evaluation
In May 2016, the School Superintendent's Office notified Finance that the rates for the Payson Unified School District #10 were not reflected properly. The tax rate for the Debt Service and Override portions were switched on the table. The approved tax rates and the corrections are reflected below: Approved Corrected Debt Service 0.5089 1.0427 Override 1.0427 0.5089
Conclusion
The School Superintendent's Office provided the correct rates for school districts; however, the rates were transposed between the two taxes within the Payson School District #10 and have been misrepresented for the entire fiscal year. The retroactive correction by the Board of Supervisors of this error will facilitate the transfer of balances between these two funds to accurately reflect the levy. Note: The tax rates and tax levies were approved by the Board of Supervisors through its adoption of Resolution No. 15-08-02; therefore, the resolution will be re-recorded with the attached corrected tax table after the Board has approved this item.
Recommendation
It is the recommendation of staff that the Board of Supervisors retroactively correct the FY16 Tax Levies and Tax Rates rate table for School Districts to properly reflect the rates for Payson Unified School District #10 Debt Service line to 1.0427 and the Override line to 0.5089.

Intergovernmental Agreement (Contract No. ADHS17-133182) with the Arizona Department of Health Services for Public Health Emergency Preparedness Funding.
Background Information
The purpose of the Gila County Public Health Emergency Preparedness program is to readily prepare the staff and community for any public health emergency. This includes staff training, development of disaster plans, organizing disaster exercises, and procuring emergency supplies and equipment. The program exists to enhance all hazard strategic planning and direction, coordination and assessment, surveillance and detection capacities, risk communication and health information dissemination, telecommunications capabilities and education and training. The Intergovernmental Agreement (Contract No. ADHS12-007886) was approved by the Board of Supervisors on December 6, 2011, in the amount of $155,256 for the contract period September 1, 2011, through August 30, 2012. Amendment No. 1 changed the contract period from ending August 30, 2012, to June 30, 2012, in the amount of $155,256. Amendment No. 2 amended the price sheet as a result of carryover of funds to reflect the amount of $239,056. Amendment No. 3 extended the contract period from July 1, 2012, to June 30, 2013, in the amount of $166,738. Amendment No. 4 extended the contract period from July 1, 2013, to June 30, 2014, in the amount of $175,104.66 Amendment No. 5 extended the contract period from July 1, 2014, to June 30, 2015, in the amount of $200,419.10 Amendment No. 6 amended the price sheet as a result of additional funding offered by the Arizona Department of Health Services to increase the award from $200,419.10 to reflect the amount of $215,419.10. Amendment No.7 amended the price sheet as a result of additional funding offered by the Arizona Department of Health Services in the amount of $28,193 for a total contract amount of $243,612.10, and extends the contract period from April 1, 2015, to August 30, 2016. Amendment No. 8 amended the contract period from July 1, 2015, to June 30, 2016, in the amount of $200,419.00 and was approved by the Board of Supervisors at the October 6, 2015, meeting. Intergovernmental Agreement ADHS17-133182 begins a new contract period for the public health emergency preparedness grant extending our funding from July 1, 2016, to June 30, 2017, in the amount of $186,389.67.
Evaluation
This funding will allow the Gila County Health and Emergency Management Division, Department of Public Health Emergency Preparedness, to continue to provide staff and community preparedness training; develop disaster plans; organize disaster exercises; and procure emergency supplies and equipment as well as the continued review and improvement of all hazard strategic planning and direction, coordination and assessment, surveillance and detection capacities, risk communication and health information dissemination, telecommunications capabilities and education and training.
Conclusion
Approval of Intergovernmental Agreement (Contract No. ADHS17-133182) will allow the Gila County Health and Emergency Management Division to continue to improve emergency preparedness services and support to Gila County residents and additionally better prepare the county to respond and mitigate new and emerging infectious diseases.
Recommendation
It is the recommendation of the Health & Emergency Services Division Director that the Board of Supervisors approve the Intergovernmental Agreement (Contract No. ADHS17-133182) with the Arizona Department of Health Services for the amount of $186,389.67 to support the continuance of the public health emergency preparedness grant services from July 1, 2016, through June 30, 2017.
Suggested Motion
Approval of Intergovernmental Agreement (Contract No. ADHS17-133182) between the Arizona Department of Health Services and the Gila County Health and Emergency Management Division to provide a total contract amount of $186,389.67 and begin a new contract period from July 1, 2016, through June 30, 2017, in order to provide continued public health emergency preparedness services.

Isabelle Hunt Memorial Public Library Special Event Liquor License Application for October 8, 2016.
Background Information
A qualified organization may submit an application to serve liquor at a special event for up to 10 days per year. The Arizona Department of Liquor Licenses and Control (DLLC) approves all liquor-related applications; however, part of the DLLC's process requires that the local governing body review the application and submit a recommendation for approval or disapproval to the DLLC for any establishment located within the jurisdiction of that local governing body.
Evaluation
The Clerk of the Board of Supervisors has reviewed the attached application and has determined that it has been completed correctly.
Conclusion
This charitable organization properly completed the application. If the Board of Supervisors approves this application and final approval is given by the DLLC, the Isabelle Hunt Memorial Public Library of Pine, Arizona, will have used 1 day of the allowable 10 days to serve liquor at a special event in 2016.
Recommendation
The Clerk of the Board recommends that the Board of Supervisors approve this application to allow the Isabelle Hunt Memorial Public Library to serve liquor a fund-raising event to be held at the Isabelle Hunt Memorial Public Library 6124 N. Randall Place, in Pine, Arizona to be held on October 8, 2016.

Public Safety Personnel Retirement System Local Board - Newly Elected Member
Background Information
The Public Safety Personnel Retirement System (PSPRS) Local Board consists of 5 members; 3 members are appointed by the Board of Supervisors and 2 members are elected by secret ballot by those local members enrolled in the retirement plan. One vacancy existed for an elected member for the term of office beginning January 1, 2016, through December 31, 2019. An election was held by secret ballot on February 4, 2016, and the elections results were declared official at the Local Board's meeting of April 18, 2016, whereby Travis Baxley was elected.
Evaluation
The Board of Supervisors does not need to take any action regarding newly elected member Travis Baxley other than to "acknowledge" him as an elected member to the PSPRS Local Board.
Conclusion
By the Board of Supervisors acknowledging newly elected PSPRS Local Board member Travis Baxley, there will be a current and updated list for the Local Board.
