Vehicles in the County fleet have been shuffled around to accommodate some transportation requests for Probation and Facilities. In order to facilitate these requests, 2 pickups, C-049 and B-142, are being disposed of at auction.
Evaluation
Fleet Management requested and received four quotes at the direction of the County Manager to replace vehicles C-049 and B-142. The County is continuing to use Ford for continuity in the Fleet so the specifications were clear in the bid request for Ford products.
Conclusion
The Fleet in Gila County is aging and it is necessary to reassign and replace vehicles in order to operate efficiently with less repairs and fewer breakdowns. Refreshing a few vehicles at a time is a reasonable practice. The bids received are as follows:
National Auto Fleet Group; $44,699.26 each and $89,398.52 for two WITH SALES TAX
National Auto Fleet Group; $40,784.00 each WITHOUT SALES TAX
San Tan Ford- Gilbert; $43,920.56 each and $87,841.13 for two WITH SALES TAX
San Tan Ford Gilbert; $40,738.00 each WITHOUT SALES TAX.
Chapman Ford-Scottsdale; $39,846.64 each and $79,693.28 for two WITH SALES TAX
Chapman Ford Scottsdale; $36,863.16 each WITHOUT SALES TAX .
McSpadden Ford-Globe; $39,857.40 each and $79,714.80 for two WITH SALES TAX.
McSpadden Ford; $36,600.00 each WITHOUT SALES TAX .
State Procurement says that sales tax is not a factor in determining lowest bid; therefore, McSpadden Ford is the low bidder.
Recommendation
The Public Works Director and Fleet Manager request approval to purchase two new pickups to replace two vehicles in an effort to refresh the Fleet. McSpadden Ford submitted the lowest bid, not considering sales tax. The price for two pickups will be $73,200 plus tax for a total of $79,714.80.
