Adoption of Resolution No. 18-10-02 Creating a Census 2020 Complete Count Committee for Gila County.
Background Information
The U.S. Constitution (Article 1, Section 2) mandates a headcount every 10 years, of everyone residing in the United States: all 50 states, Puerto Rico, and the Island areas.  This includes people of all ages, races, ethnic groups, citizens and noncitizens.  The first census was conducted in 1790 and has been carried out every 10 years since then.  The population totals from this census will determine the number of seats each state has in the House of Representatives.  States also use the totals to redraw their legislative districts.  The totals also affect funding in every community and data collected in the census help inform decision makers on how our communities are changing.

The primary purpose of a Complete Count Committee is to bring together a cross-section of community leaders to focus on 2020 Census awareness, and to design and implement a census awareness campaign targeted to the community to increase response rates for the 2020 Census.
Evaluation
 A Complete Count Committee (CCC) is a volunteer committee established by tribal state and local governments to increase community awareness and motivate residents to respond in a timely and accurate manner. Gila County created a Complete Count Committee in 2009 in preparation for the 2010 Census.

Complete Count Committees that promote awareness and help ensure that every person gets counted in the upcoming Census 2020.

Following the establishment of a Complete Count Committee, staff will bring recommendations regarding the appointment of residents to this committee. The committee shall be appointed members by the Board of Supervisors. They will lead throughout Gila County in the promotion of a 2020 Census awareness campaign and be committed to ensuring that every resident is counted.
Conclusion
Adoption of Resolution No. 18-10-02  will create a 2020 Census Complete Count Committee for Gila County to promote awareness and help ensure that every person gets counted in the 2020 Census.
Recommendation
Staff recommends the Board's adoption of Resolution No. 18-10-02 which creates a 2020 Census Complete Count Committee for Gila County
