Authorization to Advertise Request for Proposals No. 091718-Sub-grantee for Public Health Preparedness
Background Information
Gila County is seeking proposals from organization(s) for the provision of operational and programmatic public health emergency preparedness consultation services for planning deliverables required by the Arizona Department of Health Services (ADHS). Awardee will assist with the coordination and collaboration efforts of GCDHES in meeting the federal grant obligations related to planning, operating, exercising and developing emergency preparedness plans and partnership agreements needed to operationalize preparedness plans.

Gila County will contract with one organization employing emergency plan writing to provide subject-matter expertise, operational strategic planning, education, skills training, resources, and technical assistance to GCHDES. Eligible applicants include Community Based Organizations (CBO), non-profit corporations, and/or agencies that have experience in the administration of public health emergency preparedness programs. Expertise in strategic planning, capacity-building, and document preparation and review is required.
Evaluation
The purpose of this proposal will be to contribute to the development of an all-inclusive Health Emergency Operations Plan (HEOP) that achieves best practice preparedness outcomes based on federal regulations, client expertise, and experience relative to evidence-based public health planning. These plans impact and involve all services within GCDHES and will be required to have annexes for each of the sixteen-public health emergency preparedness capabilities.  To comply with mandated grant guidelines, Gila County will consult with preparedness and plan development professionals experienced in developing, implementing, and exercising preparedness plans as well as marketing public health preparedness awareness during dedicated preparedness months. Without consulting these services Gila County would have to employee multiple part-time employees that have these skills and without a guarantee for long-term funding.
Conclusion
To meet grant requirements, Gila County is seeking contract support services for the administration of our public health emergency preparedness program in alignment with the Arizona Department of Health Services (ADHS) strategies and recommendations.  Gila County will contract with one Arizona-based organization to collaborate with Gila County to support the implementation of our 2018 -2019 operational and programmatic public health emergency preparedness deliverables.

Upon approval from the Board of Supervisors, the advertisement for Request for Proposals No. 091718-Sub-grantee for Public Health Preparedness will run in the October 23, 2018, and October 30, 2018, editions of the Payson Roundup newspaper with a proposal due date of November 7, 2018.
Recommendation
It is the recommendation of the Finance Director and the Health & Emergency Services Division Director that the Board of Supervisors authorize the advertisement of Request for Proposals No. 091718-Sub-grantee for Public Health Preparedness to be published for two consecutive weeks in the Payson Roundup newspaper.
