Gila County Community Action Program (CAP) Advisory Board Appointments
Background Information
The Gila County CAP Advisory Board consists of 9 members of which 3 members represent the public sector and are appointed by the Board of Supervisors (BOS); 3 members represent low-income citizens and they are elected by the citizens of a specific geographic low-income area, and acknowledged by the BOS; and 3 members represent the private sector and they are appointed by the CAP Advisory Board, and acknowledged by the BOS.

On August 20, 2018, the BOS appointed Charles Proudfoot to fulfill Lynn Canning's unexpired term office through December 31, 2019, on the CAP Advisory Board representing the public sector.  Supervisor Martin has asked Mr. Proudfoot to serve another term of office, to which he has agreed.

For many years Nolberto Waddell served on the CAP Advisory Board representing the low-income sector.  Sadly, he passed away on April 16, 2019.  Ralph Lopez submitted an application to fulfill Mr. Waddell's term of office through December 31, 2021.  An election was held and on July 17, 2019, the CAP Advisory Board canvassed the election results and declared them official. Mr. Lopez will fulfill Mr. Waddell's unexpired term of office from July 17, 2019, through December 31, 2021. 

Mario Villegas represented the private sector on the CAP Advisory Board.  On May 15, 2019, he was removed from office by a unanimous vote of the CAP Advisory Board.  Linda Oddonetto submitted an application to serve on this board as a private sector representative.  On July 17, 2019, the CAP Advisory Board appointed Ms. Oddonetto to fulfill Mr. Villegas's unexpired term of office through December 31, 2019.
Evaluation
The BOS needs to reappoint Charles Proudfoot to the CAP Advisory Board for another term; acknowledge the election of Mr. Lopez by citizens in a specific geographical area; and acknowledge the appointment of Ms. Oddonetto by the CAP Advisory Board.  These BOS actions will ensure that there is an accurate record of all CAP Advisory Board members of which this board is under the purview of the Board of Supervisors.
Conclusion
The names listed above are being presented to the Board of Supervisors for appointment or acknowledgement of their appointment or election to the CAP Advisory Board.
Recommendation
It is recommended that the BOS take the following actions with regard to the CAP Advisory Board:  1) Reappoint Robert Proudfoot, 2)  acknowledge the election of Ralph Lopez by citizens of a specific low-income geographical area; and 3) acknowledge the appointment of Linda Oddonetto by the CAP Advisory Board.
Suggested Motion
Approval to reappoint Charles Proudfoot to the Community Action Program (CAP) Advisory Board for the term beginning January 1, 2020, through December 31, 2023; acknowledge the election of Ralph Lopez to the CAP Advisory Board for the term beginning July 17, 2019, through December 31, 2021; and acknowledge the appointment of Linda Oddonetto to the CAP Advisory Board for the term beginning July 17, 2019, through December 31, 2019.
