Adoption of Ordinance No. 2016-02 amending the Zoning Map for Unincorporated Areas of Gila County to rezone parcel number 301-08-140A owned by James and Mary Ann Clinton from Commercial Two (C2) to Single Family Residential (R1-D12).
Background Information
James and Mary Ann Clinton submitted an application (Z-16-02) to rezone their property known as Assessor's parcel number 301-08-140A, which is located at 8409 W. Fossil Creek Road, Strawberry, AZ.  The property currently contains two single family residential units. The Clintons intend to complete a minor land division by dividing their parcel into two separate parcels when it has been rezoned.
Evaluation
This area along Fossil Creek Road has developed primarily as singly family residential.  The Comprehensive Plan has designated this for commercial development.  When zoning is for commercial and there is single family residential on the parcel, it becomes very difficult for the owners to sell their property and have the purchaser obtain a mortgage loan.  The rezoning of this parcel to residential will make it so much easier to obtain a mortgage loan.  C2 commercial development zoning allows for the establishment of commercial development that is not appropriate for this area and it is very unlikely that larger commercial will locate along Fossil Creek road anyway.
Conclusion
In order to make it easier for property owners to buy and sell property and also to preserve this area against having unwanted commercial development, it would be helpful to rezone Assessor's parcel number 301-08-140A from C2 to R1-D12.
Recommendation
Staff recommend the approval of Ordinance No. 2016-02 to rezone Assessor's parcel number 301-08-140A from C2 to R1-D12.

Information/Discussion/Action to adopt Ordinance No. 2016-02 amending the Zoning Map for Unincorporated Areas of Gila County for the rezoning of property at 8409 W. Fossil Creek Road, Strawberry, Arizona, from Commercial Two (C2) to Single Family Residential (R1-D12) for the purpose of allowing the minor land division of this parcel and to facilitate the sale of one of the new parcels.  (Bob Gould)
