Resolution No. 16-09-02 to sign IGA/JPA 16-0005916-I with the Arizona Department of Transportation (ADOT)

Background Information

Gila County has a USDA Easement from the Tonto National Forest for Colcord Road. The easement has been in place since 1987. Gila County is responsible for maintaining the road along with culverts, signs, bridges, box culverts, etc. associated with the road.
The bridge over Gordon Canyon was built sometime in the 1930s. The bridge is a single lane bridge about 19 feet wide.
ADOT has a bridge replacement program that provides money for local entities to replace bridges. A 5.7% match is required from local agencies for funds acquired through the bridge replacement program. Gila County has applied to ADOT for $1,000,000 in bridge funds to replace the bridge on Colcord Road over Gordon Canyon. The bridge meets the requirements of the bridge replacement program.
Gila County has also applied to Central Arizona Governments (CAG) for Surface Transportation Program (STP) funds in the amount $400,160 for design and construction of the bridge. Gila County has also offered to provide $90,000 in addition to the required 5.7% match.
The total estimated cost to Gila County to replace the bridge on Colcord Road over Gordon Canyon is $156,499. Those funds will come from the County’s ½ cent transportation excise tax. The total cost of the project is estimated to be $1,556,659.

Evaluation

Without funding from ADOT and CAG Gila County could not replace this bridge. Over time the bridge will continue to deteriorate until it becomes unsafe to use. A two lane bridge built to current standards will provide access to residents and visitors to the area.

Conclusion

It is the best interest of the County to replace the bridge on Colcord Road over Gordon Canyon.

Recommendation

The Public Works Division Director recommends that the Gila County Board of Supervisors adopt Resolution No. 16-09-02 approving IGA/JPA 16-0005916-I between the State of Arizona, Department of Transportation, and Gila County.

Information/Discussion/Action to adopt Resolution No. 16-09-02 which authorizes the execution of an Intergovernmental Agreement (IGA/JPA 16-0005916-I) between Gila County and the State of Arizona, Department of Transportation, to replace the bridge on Colcord Road over Gordon Canyon east of Payson in Gila County.
