Adoption of Ordinance No. 2016-01 amending the Zoning Map for Unincorporated Areas of Gila County to rezone parcel numbers 205-01-019N and 205-01-019P, owned by Gonzalo and Roberta Reynoso, from Commercial Three (C3) Distict to Single Family Residential (R1-D12) District.
Background Information
Gonzalo and Roberta Reynoso submitted an application (Z-16-01) to rezone their property known as Assessor's parcel numbers 205-01-019N and 205-01-019P which are located at 105 and 107 Mineral Lane in Globe. This property was originally zoned C3 by a Planning and Zoning Commission initiative in the 1980s. Parcel number 205-01-019P currently has a single family residence and parcel number 205-01-019N is vacant. The Reynosos intend to place a single family home on the vacant property.
Evaluation
Most of the development in this area is single family residential. Some time in the 1980s, the Board of Supervisors rezoned the front 400 feet from single family residential to C3. This created many multi-zoned properties along State Highway 188 within the Globe area. Approximately a year ago, the Board of Supervisors authorized the rezoning of one of the properties along this stretch of highway to single family residential due to the difficulty in financing single family residential in commercial zoning.
Conclusion
C3 zoning is not a bad zoning for this location. It has major highway frontage which makes it accessible to everyone but more care should have been taken to avoid the multi-zoned properties and in creating difficulties for some property owners. The Planning & Zoning Commission is interested in taking on this task to amend the zoning for other properties if the property owners are conducive to this change in zoning. It will be a major undertaking due to the fact that each property owner must be contacted and it is expected that some property owners may not want to change their zoning.
Recommendation
Staff would recommend that the Board of Supervisors adopt Ordinance No. 2016-01 as submitted.

Information/Discussion/Action to adopt Ordinance No. 2016-01 amending the Zoning Map for Unincorporated Areas of Gila County for the rezoning of property located at 105 and 107 Mineral Lane, Globe, Arizona, from Commercial Three (C3) to Single Family Residential (R1-D12) for the purpose of allowing the establishment of residential development without a commercial use.  (Bob Gould)
