Request/Subject
Approval of an Intergovernmental Agreement (Contract No. ADHS17-132851) with the Arizona Department of Health Services (ADHS) to continue the Commodity Supplemental Foods Program (CSFP) and the Senior Farmers' Market Nutrition Program (SFMNP).
Background Information
The Board of Supervisors originally adopted this Intergovernmental Agreement (IGA) on October 18, 2011. Currently, the CSFP provides approximately 200 low-income individuals, mostly seniors, with a box of commodities each month that provides vital nutrients that participants might not otherwise receive; and, Farmers' Markets are now featured events during the summer in Payson and Globe.

Contract No. ADHS 17-132851 replaces the original Contract No. ADHS 12-010890 and the four amendments to continue CSFP and SFMNP programs through September 30, 2021. There have been no changes from the previous contract.
Evaluation
This contract replaces the previous contract to continue CSFP and SFMNP services. CSFP funding will remain the same at $5,448 and the SFMNP will remain fee for service at the rate of $1.25 for each voucher issued.
Conclusion
This IGA provides funding of $5,488 for the continuation of the CSFP from October 1, 2016, to September 30, 2021, and level funding for the SFMNP.
Recommendation
The Health & Emergency Management Division Director recommends that the Board of Supervisors approve this IGA between the ADHS and Gila County Health & Emergency Management to continue CSFP and SFMNP services to the residents of Gila County.Gila County Attorney reviewed and noted the contract is a five year contract and policy BOS-FIN-002 states that contract should not obligate the County for more than four years.  The contract has been issued from the Arizona Department of Health Services in five years increments since the beginning of the program. The acronym GAAP is defined as General Accepted Accounting Principles.
Suggested Motion
Approval of an Intergovernmental Agreement (Contract No. ADHS17-132851) between Gila County Health and Emergency Management and the Arizona Department of Health Services for the Commodity Supplemental Foods Program and the Senior Farmers' Market Nutrition Program for the period of October 1, 2016, through September 30, 2021.
