Old Dominion Historic Mine Park Funding Request
Background Information
On January 18, 2011, the Board of Supervisors authorized the award of an economic development grant in the amount of $65,000 to the City of Globe (City) for the Old Dominion Historic Mine Park Project upon the condition that an Intergovernmental Agreement (IGA) between the County and the City would be presented to the Board for its approval.  The funds were slated to be used to construct 2 large picnic pavilions, bathroom, foot bridges, an extra ramada, and some covered benches.  The IGA would outline the scope of work, anticipated costs, timelines, etc. for this construction project.

On April 5, 2011, the Board of Supervisors approved an IGA to provide an economic development grant to the City in the amount of $65,000 for the Old Dominion Historic Mine Park Project.

On March 1, 2016, the Board of Supervisors received an update from Thea Wilshire, Chairperson of the Old Dominion Historic Mine Park Committee, on the recent activities and fund-raising efforts for the completion of the Park.  The last and biggest phase of the Park is to build a mining-themed playground.  Ms. Wilshire advised that the Committee has raised a substantial amount of funds for this project; however, it is anticipated that $110,000 must be raised to begin the project.  At that time, Chairman Pastor suggested that the Board not make a decision to contribute to this project until after the Gila County Final Budget was adopted on July 26, 2016.  The Board unanimously voted to table any action on this agenda item until after the Gila County Final Budget was adopted for FY 2016-2017.
Evaluation
It would be beneficial to receive another update from Ms. Wilshire on the amount of additional funds that have been raised by the Committee to build the mining-themed playground, and for the Board to then decide if the County would be able to provide an economic development grant to the City of Globe to assist with this project.

While the FY2017 Final Budget does not contain line items for economic development funding, there are sufficient funds to in the budget to approve a $10,000 grant to the City of Globe for use in the continued construction of the Old Dominion Historic Mine Park. 
Conclusion
It would be beneficial for the Board and the public to receive an update on the recent activities related to the Old Dominion Historic Mine Park Project, and to consider providing an economic development grant of $10,000 to the City to assist with this project.
Recommendation
Staff recommends that the Board of Supervisors agree to provide an economic development grant of $10,000 to the City of Globe for the continued development of the Old Dominion Historic Mine Park and instruct staff to prepare an Intergovernmental Agreement with the City and return it as soon as possible for Board of Supervisors action.
Suggested Motion
Information/Discussion/Action to agree to provide an economic development grant of $10,000 to the City of Globe for the construction of a mining-themed playground at the Old Dominion Historic Mine Park, and instruct staff to return to a future Board meeting with the appropriate Intergovernmental Agreement for Board consideration.  (Don McDaniel)
