Approval to use JOC State Contract No. ADSPO17-174469-ez with Jim Brown & Sons Roofing Co., Inc. for the Roof Replacement -Main Facility and Woman's Dorm.
Background Information
The Globe Jail base roof is 40 years old consisting of sprayed foam over lightweight concrete base sloped to provide for drainage which has far surpassed its life expectancy. The existing foam roof requires constant maintenance to prevent and correct leaks caused by foot traffic, insects, and birds in addition to 40 years of weather exposure. The Female Annex’s roof is a single-ply membrane that has failed. The original manufacturer is now out of business. There is no warranty available. Continued improvements in communications equipment and proposed HVAC update will require a roof system that will tolerate frequent foot traffic for the equipment maintenance. Staff consulted with several major roofing contractors and suppliers to provide the best possible roofing system to accommodate the increased maintenance activities of the updated HVAC modifications. It was determined a rubberized asphalt peel and stick system would be the preferred product for the new roofing system on the main jail building. A single-ply replacement system with time-proven products was determined to be the preferred product for the women’s annex. Both will include a 20-year NDL warranty.

Past experiences with low bid contractors working in correctional environments have proven to be less than favorable. Utilizing the Statewide JOC Contract ADSPO17-174469-ez will allow for the use of vetted contractors with extensive knowledge and experience working in correctional environments.

Jim Brown & Sons Roofing's bid is in the amount of $25,100.29 for the roof replacement on the Women’s Annex and $355,479.27 for the main building for a total of $380,579.56 through the Statewide JOC Contract ADSPO17-174469-ez. The total budgeted amount for the jail roof and HVAC projects is $985,000. Total bid amounts are $895,989.48.
Evaluation
Facilities Management has concluded it would be in the best interest of the County to utilize Jim Brown & Sons Roofing to replace the roof system on the main facility at the Globe Jail and Women’s Annex. Past experiences have shown less than favorable results when using low bid contractors. The Statewide JOC Contract provides contractors with extensive knowledge and experience in the correctional environment. Contractors are vetted and able to work within correctional conditions.
Conclusion
Facilities Management has concluded that utilizing Jim Brown & Sons Roofing for the replacement of the roof system at the Globe Jail and Women’s Annex in the amount of $380,579.56 would be in the best interest of the County due to the use of vetted, knowledgeable and experienced contractors in a correctional setting. The roof replacement is a planned capital expenditure.
Recommendation
The Facilities Manager recommends that the Board of Supervisors approve the use of Arizona Procurement Office Contract No. ADSPO17-174462-ez with Jim Brown & Sons Roofing for the replacement of the roof system for the Globe Jail and Women’s Annex.
