Approval to use State Contract JOC No. ADSPO17-174462-ez with Interstate Mechanical Corporation to replace the HVAC system at the Globe Jail.
Background Information
The Globe Jail HVAC system is in excess of 40 years old. The heating system consists of a hot water boiler and closed loop circulation system with radiant coils located in ductwork in various locations through the detention side of the facility. The evaporative cooling shares the same duct system.

The boiler and hot water loop are original to the building, both of which are now experiencing leaks and vapor locks which prove to be problematic during heating season. The evaporative cooling has been retrofitted from brass rotating saturation wheels to cell deck pads in most areas throughout the last 20 years as replacement parts were no longer available. Humidity and air quality are difficult to control and create a less than desired environment for staff and inmates as well as interactions between the two.

LSW Engineers prepared an evaluation of the present system with options to repair or replace. It was determined replacement was the only viable solution. They proposed three systems:
1.) Replace existing evaporative system with a similar evaporative option.
2.) Replace evaporative system with a central plant heat pump condenser with remote air handlers.
3.) Independent roof mounted HVAC gas-pack systems at several locations.

LSW Engineers determined option 3 would have the lowest lifecycle cost.b Past experiences with low bid contractors in correctional environments have proven to be less than favorable. Utilizing the Statewide JOC Contract ADSPO17-174469-ez will allow for the use of vetted contractors with extensive knowledge and experience working in correctional environments.b Interstate Mechanical Corporation bid $515,409.92 through the Statewide JOC Contract ADSPO17-174462-ez to replace the HVAC system at the Globe Jail per the recommended proposal from LSW Engineers. Total planned capital budgeted amount for the jail roof and HVAC projects is $985,000. Total bid amounts are $895,989.48.
Evaluation
Facilities Management has concluded it would be in the best interest of the County to utilize Interstate Mechanical Corporation to replace the HVAC system at the Globe Jail. Past experiences have shown less than favorable results when using low bid contractors. Gordian provides contractors with extensive knowledge and experience in the correctional environment. Contractors are vetted and able to work within correctional conditions.
Conclusion
Utilizing Interstate Mechanical Corporation for the replacement of the HVAC system at the Globe Jail in the amount of $515,409.92 would be in the best interest of the County due to the use of vetted, knowledgeable and experienced contractors in a correctional setting.
Recommendation
The Facilities Manager recommends that the Board of Supervisors approve the use of Arizona Procurement Office Contract No. ADSPO17-174462-ez with Interstate Mechanical Corporation for the replacement of the HVAC system for the Globe Jail.
