Approval of Amendment No. 2 to an Intergovernmental Agreement Contract No. ADHS16-110815 with the Arizona Department of Health Services.
Background Information
On June 9, 2015, Michael O' Driscoll, Gila County Health and Emergency Management Department (GCHEMD ) Director, requested to apply for a prescription drug overdose prevention grant through the Arizona Department of Health Services (AZDHS) and Centers for Disease Control and Prevention (CDC). The Board of Supervisors approved the request to apply for the funding.

The CDC awarded funding to the AZDHS to provide the GCHEMD with the funds to implement a prescription drug prevention program. With this funding, the GCHEMD has been coordinating prevention efforts and working with community stakeholders to reduce prescription drug misuse and abuse.

On November 17, 2015, the Board of Supervisors approved an Intergovernmental Agreement (Contract No. ADHS16-110815) with AZDHS whereby the AZDHS provided funding in the amount of $95,517 per year for the period of September 1, 2015, to August 31, 2020, to implement a prescription drug prevention program.

On November 20, 2018, the Board of Supervisors approved Amendment No. 1 to Contract No. ADHS16-110815 in the amount of $25,000 that was used to develop and organize a local opioid fatality review team with the requirement that the funding must be used by August 31, 2019.

On September 1, 2019, ADHS increased the contract by $51,833 for a new total amount of $147,350 and extended it through August 31, 2020. The County learned of this increase and contract extension through a purchase order that was received. An award letter from ADHS followed stating that an amendment to the contract would be provided by no later than December 31, 2019. Amendment No. 2 was originally sent to Supervisor Humphrey on April 23, 2020, and was routed to Michael O'Driscoll on April 24, 2020. After review of the contract it was noted some corrections were needed and Paula Horn, Deputy Director, contacted ADHS May 8, 2020, and discussed the edits. Several emails and phone calls were made to make the changes and on July 16, 2020, we received the corrected amendment.

Amendment No.2 revises the scope of work, price sheet and adds the provision of authorization for provision of services.
Evaluation
Amendment No. 2 revises the Scope of Work and the Price Sheet sections of the contract and adds a new paragraph titled  "Authorization for Provision of Services."
Conclusion
Approval of Amendment No. 2 to an Intergovernmental Agreement Contract No. ADHS16-110815 with the Arizona Department of Health Services needs the Board of Supervisors' approval and the Chairman's signature in order to continue providing a drug overdose prevention program in Gila County.
Recommendation
It is the recommendation of the Health and Emergency Management Department Director that the Board of Supervisors approve Amendment No. 2 to the Intergovernmental Agreement Contract No. ADHS16-110815 with the Arizona Department of Health Services.
Suggested Motion
Approval of Amendment No. 2 to an Intergovernmental Agreement (Contract No. ADHS16-110815) between the Arizona Department of Health Services and Gila County Health and Emergency Management Department which replaces the Scope of Work and Price Sheet sections of the contract and adds a new paragraph titled "Authorization for Provision of Services."
