PURSUANT TO A.R.S. §38-431.01, THE GILA COUNTY BOARD OF SUPERVISORS WILL HOLD A MEETING AT THE GILA COUNTY COURTHOUSE, BOARD OF SUPERVISORS’ HEARING ROOM, 1400 EAST ASH STREET, GLOBE, ARIZONA. ONE OR MORE BOARD MEMBERS MAY PARTICIPATE IN THE MEETING BY TELEPHONE CONFERENCE CALL OR BY INTERACTIVE TELEVISION VIDEO (ITV).  THE MEETING IS ALSO TELEVISED TO THE GILA COUNTY COMPLEX, BOARD OF SUPERVISORS' CONFERENCE ROOM, 610 E. HIGHWAY 260, PAYSON, ARIZONA. 

NOTE:  Per the most recent guidelines from the federal government regarding COVID-19 and to protect citizens, no citizens will be allowed in the Board of Supervisors' hearing room at the Globe Courthouse or at the County Complex, Board of Supervisors' conference room in Payson.

B.   Presentation regarding Gila County financial data as of 5/31/2020 as it compares to the fiscal year 2020 Gila County Budget and fiscal year 2019 year-to-date performance. (Maryn Belling) Presented

A.   Information/Discussion/Action to approve the use of State of Arizona Procurement Office Contract No. ADSPO17-174462-ez with Interstate Mechanical Corporation in the amount of $515,409.92 for the replacement of the HVAC system for the Globe Jail. (Chris Romiti) Approved
 
B.   Information/Discussion/Action to approve the use of State of Arizona Procurement Office Contract No. ADSPO17-174662-ez with Jim Brown & Sons Roofing in the amount of $380,579.56 for the roof replacement for the Globe Jail and Women’s Annex. (Chris Romiti) Approved
 
C.   Information/Discussion/Action to approve Amendment No. 8 to an Intergovernmental Agreement (Contract No. ADHS17-133182) with the Arizona Department of Health Services in the amount of $204,367 to enhance current public health emergency preparedness-COVID-19 activities for the period of July 1, 2020, through June 30, 2021. (Michael O'Driscoll) Approved
 
D.   Information/Discussion/Action to approve Funding Agreement No. 214-20 between the Arizona Department of Housing and the Gila County Community Services Department, Housing Services to provide Department of Energy Weatherization Assistance Program for Low-Income Persons funding in the amount of $99,156 and Low-Income Home Energy Assistance Program funding in the amount of $131,627 to be used to provide weatherization services to eligible citizens residing in Gila County for the period of July 1, 2020 through June 30, 2021. (Malissa Buzan) Approved
 
E.   Information/Discussion/Action to adopt Resolution No. 20-08-02 authorizing the disposal of a portion of Fulton Avenue, Central Avenue, and an alley in Block 11, Map of South Globe, Plat Map No. 20 Gila County Records; and authorizing the Board of Supervisors' Chairman to execute and deliver in the name and under the seal of the County of Gila, Quit Claim Deeds conveying a portion of Fulton Avenue, Central Avenue, and an alley in Block 11 to Beverly Dalmolin Tomerlin and Mark A. and Roberta Shellenberger. (Steve Sanders) Adopted
 
F.   Information/Discussion/Action to approve the use of cooperative Navajo Contract No. B20-01-006 for the purchase and delivery of CRS-2P chip seal oil to the Pine area of Gila County for a not-to-exceed amount of $99,135 to be paid from HURF (Highway User Revenue Funds). (Steve Sanders) Approved
 
G.   Information/Discussion/Action to authorize the advertisement of Request for Proposals No. 071320 to hire a consultant in a not to exceed amount of $50,000 to perform the scope of work as outlined in Master Broadband Plan Phase 2 for the development of a detailed design, plans and cost for a Countywide broadband network. (Homero Vela) Authorized
 
H.   Information/Discussion/Action to consider a sealed bid for the purchase of Assessor's tax parcel number 201-06-179D and, if accepted, authorize the Chairman's signature on the Quit Claim Deed. (Marian Sheppard) Accepted
 
4.   CONSENT AGENDA ACTION ITEMS:  (Any matter on the Consent Agenda will be removed from the Consent Agenda and discussed and voted upon as a regular agenda item upon the request of any member of the Board of Supervisors.)
 
A.   Approval of Amendment No. 2 to an Intergovernmental Agreement (Contract No. ADHS16-110815) between the Arizona Department of Health Services and Gila County Health and Emergency Management Department which replaces the Scope of Work and Price Sheet sections of the contract and adds a new paragraph titled "Authorization for Provision of Services." Approved
 
B.   Approval of Amendment No. 1 to Professional Services Contract No. 102119 with Guild Consulting-Consultation Services: Health Prevention and Surveillance Services to extend the term of the contract from July 1, 2020, through June 30, 2021 in a not to exceed amount of $100,000. Approved
 
C.   Approval to award indigent defense contracts to the following attorneys, which are based upon the recommendations of Court Administration: Michael Bernays, Harriette Levitt, Barry Standifird, and Jonathan Warshaw. Approved
 
D.   Authorization of the Chairman's signature on Arizona State Parks and Trails Project Sponsor Agreement Project No. 552012 to accept grant funds in the amount of $29,921.97 with an in-kind match of $1,600 for a total project cost $31,521.97 for the purchase of a 2020 Polaris Ranger Crew 1000, 4 wheel drive vehicle with associated equipment to assist with law enforcement and education patrols throughout Gila County. Authorized
 
E.   Approval to appoint Dean Pederson to the Gila County Planning and Zoning Commission to fulfill Randy Slapnicka's unexpired term of office that ends on December 31, 2022. Approved
 
F.   Authorization of the Chairman's signature on the Quit Claim Deed for the Clerk of the Board's over-the-counter sale of Assessor's tax parcel number 101-09-086 to David Bies. Authorized
 
G.   Authorization of the Chairman's signature on the Quit Claim Deed for the Clerk of the Board's over-the-counter sale of Assessor's tax parcel number 101-07-127 to Joshua Sulwer. Authorized
 
H.   Approval of the Board of Supervisors' July 14, 2020 meeting minutes. Approved
 
I.   Acknowledgment of the June 2020 monthly activity report submitted by the Clerk of the Superior Court's Office. Acknowledged

5.   CALL TO THE PUBLIC:   A call to the public is held for public benefit to allow individuals to address the Board of Supervisors on any issue within the jurisdiction of the Board of Supervisors. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute §38-431.01(H), at the conclusion of an open call to the public, individual members of the Board of Supervisors may respond to criticism made by those who have addressed the Board, may ask staff to review a matter or may ask that a matter be put on a future agenda for further discussion and decision at a future date.
