Request the Board to approve the donation of 29 old obsolete pond liners and 10 of the liner containers to the Gila County Cattle Growers Association for use as livestock and wildlife water stations.
Background Information
The pond liners were used for storing water during wildfire season and have since become old and obsolete for that purpose.  The Gila County Cattle Growers Association, a 501c(3) non-profit corporation, would like the County to donate these liners and their containers which have little or no value so they can construct water improvements to catch rainwater so that cattle and other wildlife have a source of drinking water on rangeland allotments where there is no piped in water.
Evaluation
Re-purposing the pond liners and their containers for this purpose helps develop reliable water sources that enhance our natural resources and is vital to rangeland health.  Used liners have little or no value and donating them is within the powers of the Board per Arizona Revised Statute (A.R.S.) § 11-251, Paragraph 9 -  "A County may dispose of surplus equipment and materials that have little or no value or that are unauctionable in any manner authorized by the Board."
Conclusion
Staff agrees that used pond liners and their containers have little to no value and re-purposing to the Gila County Cattle Growers Association is appropriate.
Recommendation
Staff recommends donation of used pond liners and their containers.

Information/Discussion/Action to donate 29 used and obsolete pond liners and 10 liner containers to the Gila County Cattle Growers Association for their use to construct drinking water improvements on rangeland for cattle and wildlife.  (Mary Springer)
