Approve appointment of Jim Berry, Rebecca Borowoski, Michelle Dahlke, Debbie Fickel, William Hanna, Mark Kaufman, Shealene Loya, and Randy Pluimer as Deputy County Zoning Inspectors for the term of their employment with Community Development pursuant to Arizona Revised Statute (A.R.S.)sect;11-815(A) and Gila County Zoning Ordinance No. 2014-04, Section 107.1(A)(2).
Background Information
Arizona Revised Statute (A.R.S.) §11-815 - Enforcement; county zoning inspector; deputies; building permits; violations; classification; civil penalties; hearing officers and procedures states "The county zoning ordinance shall provide for its enforcement within a zoned territory by means of withholding building permits, and for those purposes may establish the position of county zoning inspector and deputy inspectors as may be required, who shall be appointed by the board."

Gila County Zoning Ordinance No. 2014-04, Section 101.2(D) - Administrative Responsibilities-Zoning Inspector states, "For the purpose of implementing and enforcing this Zoning Ordinance within the zoned areas of unincorporated Gila County, the position of County Zoning Inspector is established.  The Director of the Gila County Community Development Division (now Department) is designated as the Zoning Inspector.  The Zoning Inspector may designate a Deputy Zoning Inspector."

Gila County Zoning Ordinance No. 2014-04, Section 107.1(A)(2) - Establishment of the Position of County Zoning Inspectors states, "The Board of Supervisors may also designate such Deputy Zoning Inspectors as it deems necessary for the proper administration and enforcement of the Zoning Ordinance."
Evaluation
Implementation and enforcement of the Gila County Zoning Ordinance requires the assistance from multiple staff members.  Each will play an important role depending on their job duties and skills and being appointed Deputy Zoning Inspectors will allow them to be in compliance with the state statute and the Zoning Ordinance.
Conclusion
Per statutory requirement, the Board of Supervisors has the authority to appoint deputy zoning inspectors.  Doing so will allow these appointed staff members to assist the Zoning Inspector in all facets of implementing and enforcing the Gila County Zoning Ordinance.  
Recommendation
Scott Buzan, Community Development Department Director, requests the Board of Supervisors to approve the appointment of the following staff members to the position of Deputy Zoning Inspector for the term of their employment with Community Development:  Jim Berry, Rebecca Borowski, Michelle Dahlke, Debbie Fickel, William Hanna, Mark Kaufman, Shealene Loya, and Randy Pluimer.
Suggested Motion
Approval to designate individuals as Deputy Zoning Inspectors for the term of their employment with the Community Development Department, as follows:  Jim Berry, Rebecca Borowski, Michelle Dahlke, Debbie Fickel, William Hanna, Mark Kaufman, Shealene Loya, and Randy Pluimer.
