Request/Subject

Approval of Intergovernmental Agreement (IGA) No. 051418 between Gila County and the Town of Payson for Radio Room Space.

Background Information

This IGA will allow Gila County to place and operate radio equipment in the Town of Payson's facility located at 902 N Hillcrest Drive, Payson, AZ 85541. This radio equipment will be used to develop a high-speed microwave link between the Payson Sheriff's Office and the Star Valley Public Works maintenance yard.

Star Valley has been connected to the County via a T1 data line since 1998 at a maximum speed of 1.5meg. Establishing the microwave link will increase that capacity greatly to improve voice, video and data operation. Longer term, this high capacity link will be used to connect to Mount Ord to provide data services to the Tonto Basin Public Works maintenance yard, Sheriff’s Roosevelt Substation and back to Globe for redundancy in data services.

Evaluation

Every technology project needs power and protected space and this is no exception. While the Town of Payson does not have control over the tower itself (the tower rental is being handled under a separate process), it does have an active equipment room on site and are willing to host the County's equipment within their facilities at no direct charge.

The Town of Payson has a 25% profit sharing component of any rented tower space so this is not a "something for nothing" scenario. While not complete, the tower space rental by the County is expected to generate approximately one hundred dollars ($100) per month of revenue shared to the Town of Payson.

Conclusion

By approving this IGA for a period of 20 years, Gila County will be able to make the County network more resilient and robust by creating a better network to provide service to our constituents. This IGA is renewable upon agreement by both parties.

Recommendation

Information Technology staff recommend the approval of an IGA between Gila County and the Town of Payson that will allow for Gila County radio equipment storage in a Payson controlled facility located on Hillcrest Drive in Payson.

Information/Discussion/Action to approve Intergovernmental Agreement No. 051418 between Gila County and the Town of Payson for the co-location of County radio and networking equipment inside a secured Town site located on Hillcrest Drive in Payson for a period of 20 years effective August 7, 2018.
