Federal Fiscal Year (FFY) 2019 SNAP (Supplemental Nutrition Assistance Program) Community Partner Application and Memorandum of Understanding (MOU) with Arizona Community Action Association (ACAA).
Background Information
The FFY 2015 SNAP Partnership MOU was approved by the Gila County Board of Supervisors on May 6, 2014.

The FFY 2016 SNAP Partnership MOU was approved by the Gila County Board of Supervisors on May 5, 2015.

The FFY 2017 SNAP Partnership MOU was approved by the Gila County Board of Supervisors on July 5, 2016.

The FFY 2018 SNAP Partnership MOU was approved by the Gila County Board of Supervisors on June 20, 2017.

The FFY 2018 SNAP Partnership MOU between ACAA and Gila County was updated to reflect the new date that the contract between ACAA and DES would expire.  The following is an explanation given to Community Partners by the Arizona Department of Economic Security (DES):

"The Supplemental Nutrition Assistance Program (SNAP) Community Partnership is an invaluable network of nonprofit and governmental agencies working toward the elimination of food insecurity in Arizona. Since the Partnership's inception shortly before federal fiscal year (FFY) 2012, the Arizona Community Action Association (ACAA), as the Department of Economic Security's (DES) SNAP outreach coordination contractor, has collaborated with the DES Coordinated Hunger Relief Program (DES/HRP) to support partner agencies and build the Partnership from its 15 founding agencies to 61 partners for FFY 2017.

With FFY 2018 approaching, DES/HRP consulted with state contracting and procurement representatives to ensure uninterrupted outreach coordination and flow of reimbursement funding. DES/HRP found that it has become necessary to solicit outreach coordination bids from Arizona's nonprofit community through the Request for Proposals (RFP) procurement process. This finding was based on state procurement rules and contract requirements; the finding should not be regarded as disapproval or displeasure with ACAA's performance in their outreach coordination role. The timeline for the RFP has not yet been determined.

What does this mean to you? As a SNAP Community Partner, the RFP should have virtually no impact on your SNAP outreach operations. All Partnership applications for FFY 2018 are being processed as normal, and monthly reporting documents should continue to be sent to ACAA. The DES contract with ACAA will expire March 31, 2018 and on April 1, 2018, there will be a new contractor in place. However, it is entirely possible that ACAA may be the new contractor. ACAA will have you sign an FFY 2018 Memorandum of Understanding (MOU) for the period of October 1, 2017 through March 31, 2018."

The Updated FFY 2018 SNAP Partnership MOU was approved by the Board of Supervisors on April 3, 2018.
Evaluation
If the FFY 2019 SNAP Partnership MOU with ACAA is approved, the Gila County Community Services Division, Community Action Program (CAP), would continue to be a SNAP Community Partner (SCP).  The MOU will be in place for the period of October 1, 2018, through September 30, 2019.
Conclusion
By the Board of Supervisors approving the FFY 2019 SNAP Partnership MOU with ACAA, Gila County Community Services Division, CAP, will continue to be a SCP to assist residents of Gila County in applying for SNAP benefits.
Recommendation
The Gila County Community Services Division Director recommends that the Board of Supervisors approve the FFY 2019 SNAP Partnership MOU with ACAA, which would allow the Gila County Community Services Division, CAP, to continue to be a SCP for the period of October 1, 2018, through September 30, 2019.
Suggested Motion
Approval of a Memorandum of Understanding for FFY 2019 between the Arizona Community Action Association and the Gila County Community Services Division, Community Action Program, which will allow Gila County to continue to be a Supplemental Nutrition Assistance Program Community Partner for the period of October 1, 2018, through September 30, 2019.
