Request/Subject

Review and discuss four new proposed Countywide policies. The proposed polices involve 1. departmental bank accounts, 2. payroll authorizations, 3, procurement - purchasing, and 4. procurement - contracts.

Background Information

If these proposed polices are adopted we will be addressing many issues rasied in the current and past audits with respect to improved controls over cash, centralize certain purchasing functions, develop levels of authority, and improve internal controls establishing clear arears of responsibiltiy and segration of duties.

Also in addition the Board of Supervisors will be granting approval authority to the County Manager for activities which have been already approved by the Board in the fiscal year operating budget. Giving authority to the County Manager to carry out certain day-to-day activities and allowing for improved efficiency within most County departments and offices.

Discuss with staff members and address any open issues

Conclusion

If no significant issues exists, these policies will placed on the next regular BOS meeting for final approval by the Board of Supervisors
