Approve Tax levy for Tonto Basin School District #33, FY 2020
Background Information
In accordance with Arizona Revised Statutes (A.R.S.) § 42-17151, the Gila County Board of Supervisors will adopt a tax rate for school districts on or before the third Monday in August each year and county school superintendents must submit the tax information to the Property Tax Oversight Committee by July 24th for FY 2020 taxes. 

This will be the third year since the change in the calculation of the primary rate that no longer uses the cash and encumbrances. As the past two years have gone by, it may be that a district has a cash shortage issue. If there is a cash shortage issue, and the district is planning to adjust its tax rate to generate the dollars, there is a statutory requirement.  A.R.S. § 15-992 (F)(10) states, "On the recommendation of the county school superintendent and on approval by the county board of supervisors before adoption of tax rates pursuant to section 42-17151, a rate that would result in a levy that equals any separately stated cash deficit from the prior fiscal year resulting from an anticipated or actual deviation in the property tax roll, including resolutions or judgments pursuant to title 42, chapter 16, articles 5 and 6".

To meet the requirements for those districts that have a need to use this statute, the information must be submitted in writing to the School Superintendent's Office no later than Monday, July 8, 2019.
Evaluation
A request is being presented to the Board of Supervisors from the Gila County School Superintendent on behalf of Tonto Basin Elementary School District #33 for a FY 2020 tax levy to be done on a cash deficit in the amount of $110,000.
Conclusion
The Board needs to consider this request from the Gila County School Superintendent on behalf of Tonto Basin School District #33 (District) to include an additional $110,000 in the calculation for the District's tax levy for FY 2019-2020 due to a cash deficit.
Recommendation
The Gila County School Superintendents' Office recommends that the Board of Supervisors approve the request.
Suggested Motion
Information/Discussion/Action to approve a request from the Gila County School Superintendent on behalf of Tonto Basin School District #33 (District) to include an additional $110,000 in the calculation for the District's tax levy for FY 2019-2020 due to a cash deficit.  (Nick Montague)
