Additional distribution of FY 2018-2019 Secure Rural Schools and Community Self-Determination Act Funds (Forest Fees) - $76,731.61 to Gila County school districts.
Background Information
The Secure Rural Schools and Community Self-Determination Act (SRS) distributes yearly revenues from publicly held lands. Title I of the SRS has been used for schools and roads to create employment opportunities, maintain current infrastructure and improve the health of watersheds and ecosystems. Gila County's allocation goes to a regional Resource Advisory Committee for distribution. Funds were distributed in May 2019; however, the SRS  withheld 6.2 percent under sequestration that was intended for distribution under the SRS section 524 of P.L. 114-10. FY 2018-2019 SRS funds in the additional amount of $76,731.61 have been received by the Gila County Treasurer's Office.  SRS funding is intended to provide assistance to rural counties negatively affected by unrealized revenues from publicly held lands.
Evaluation
In each of the past nine years (2010-2018), the Board of Supervisors has authorized the distribution of Title I SRS funds for Gila County roads and schools upon recommendation by the Gila County Superintendent of Schools and County Management.  The additional distribution to school districts is based on sequestrated funds of 6.2 percent, forest acreage and student enrollment of each district.  Gila County has received an additional amount of $76,731.61 FY 2018-2019 SRS funding. The County School Superintendent has consulted with County Management about the distribution of these funds.
Conclusion
Gila County school districts, County Management and the County School Superintendent are in agreement with the proposed recommendation to the Gila County Board of Supervisors for the distribution of $76,731.61 FY 2018-2019 funds received as part of the SRS for the FY 2018-2019 school year.
Recommendation
The County School Superintendent and County Management recommend that the Board of Supervisors authorize the distribution of $76,731.61 FY 2018-2019 funds received as part of the SRS for the FY 2018-2019 school year (as authorized through section 524 of P.L. 114-10) to Gila County school districts.
Suggested Motion
Information/Discussion/Action to approve the distribution of $76,731.61 of Gila County's share of FY 2018-2019 Secure Rural Schools and Community Self-Determination Act funding, as authorized through section 24 of P.L. 114-10, to Gila County school districts.  (Roy Sandoval/Nick Montague)
