Dispatch IGA Between Pleasant Valley Fire District and Gila County Sheriff's Office.
Background Information
The Pleasant Valley Fire District (PVFD ) is currently dispatched from the Payson Police Department (PPD).  When the Sheriff's Office dispatching contract with PPD ends on June 30, 2019, the PVFD has requested a transfer from PPD to Sheriff's dispatch.
Evaluation
Because of the rural location and the likelihood of community isolation during weather emergencies, PVFD has built a local radio network with dispatch capabilities.  When a 9-1-1 call for fire or medical assistance is received by a PSAP (Public Safety Answering Point), the call taker makes a call to PVFD and relays the information.  PVFD then manages the call via their local radio network and records management system.
Conclusion
As a volunteer fire department within Gila County's jurisdiction, and having a close working relationship with County deputies stationed in Pleasant Valley, PVFD has requested transfer of 9-1-1 call dispatch from PPD to the Sheriff's Office as of July 1, 2019. The initial term of the agreement is for three (3) years with a renewal term of three (3) years, contingent upon review by both Parties within forty-five (45) days of the end of the initial term.
Recommendation
It is the recommendation of Sheriff J. Adam Shepherd that the Board of Supervisors approve the Intergovernmental Agreement between Pleasant Valley Fire District and Gila County for 9-1-1 Dispatch Services for an initial term of three (3) years, starting July 1, 2019 and ending June 30, 2022.
