Intergovernmental Agreement for Centralized Management of 9-1-1 Grant Funds.
Background Information
On December 4, 2018, the Board approved the electronic submittal for an Arizona 9-1-1 Grant Program application to support infrastructure costs during the FY2019-2020 budget period.  Due to staffing changes in the State Office of Grants and Federal Resources, the submission date was pushed into 2019.  The application was successfully submitted on February 21, 2019.
Evaluation
Program Specific Criteria #2 of the Grant Application Guidelines states that "System Administrators will be responsible for submitting requests for financial reimbursements to the Arizona 9-1-1 Program Office and completing payments to approved vendors on behalf of all PSAPs (Public Safety Answering Points) within their system".

For the Gila 9-1-1 Network, the Sheriff's Office 9-1-1 Systems Coordinator is the Single Point of Contact.

This Intergovernmental Agreement is effective June 1, 2019, to June 30, 2020, with a renewal option contingent on grant fund availability.
Conclusion
The purpose of the IGA is to formalize budget management for the 9-1-1 Network.
Recommendation
Sheriff J. Adam Shepherd recommends that the Board of Supervisors approve the Intergovernmental Agreement for Centralized Management of 9-1-1 Grant Funds between the Town of Payson on behalf of the Payson Police Department and Gila County on behalf of the Gila County Sheriff's Office for a term of one (1) year with renewal contingent on grant fund availability.

Information/Discussion/Action to approve an Intergovernmental Agreement between the Town of Payson on behalf of the Payson Police Department and Gila County on behalf of the Gila County Sheriff's Office for Centralized Management of 9-1-1 Grant Funds for the term July 1, 2019, to June 30, 2020.  (Debra Williams)
