Appoint Howard C. "Chuck" Johnson as the Board of Equalization Hearing Officer and Approve a Hearing Officer Agreement with Mr. Johnson.
Background Information
In Gila County, the Board of Supervisors acts as the Board of Equalization.  The County may appoint hearings officers pursuant to A.R.S. § 42-16103 to review and make initial determinations on petitions filed pursuant to A.R.S. § 42-16105.  The Hearing Officer has substantial knowledge and experience in property values and appraisal procedures.
Evaluation
Chuck Johnson has many years of experience as a Hearing Officer and he currently provides such services to Coconino County and Apache County.  He comes highly recommended by the other counties and Gila County Assessor Deborah Hughes.
Conclusion
The Board of Equalization is desirous of appointing Howard C. Johnson as its Hearing Officer; and entering into a two-year contract with Mr. Johnson to provide said services.  The contract has been reviewed and approved by Chuck Shire, Senior Deputy County Attorney-Civil.
Recommendation
It is recommended that the Board of Equalization appoint Howard C. Johnson as its Hearing Officer and approve a two-year Hearing Officer Agreement with Mr. Johnson effective July 5, 2018.

Information/Discussion/Action to appoint Howard C. Johnson as a Hearing Officer for Board of Equalization hearings; and approve a two-year Hearing Officer Agreement with Mr. Johnson effective July 5, 2018.  (James Menlove) (Adjourn as the Gila County Board of Equalization and reconvene as the Gila County Board of Supervisors.)
