Award Contract No. 120617-Security Service for Globe Courthouse and Payson Courthouse.
Background Information
On April 4, 2017, Steve Sanders, Public Works Division Director, advised the Board of Supervisors that the contract with Blackstone Security Services, Inc. was about to expire and he requested a one-year renewal of the contract. Chairman Martin inquired as to the reason the County is not using the Sheriff’s deputies to perform this work and she asked if there was a “better or cheaper way to do it.” Mr. Sanders replied that he previously talked to the Sheriff about performing this service; however, the previous County Manager was not in favor of County employees providing the security. Supervisor Cline requested that Mr. Sanders explore all options and instructed him to report to the Board of Supervisors at a future meeting. The Board unanimously tabled taking action on this agenda item.
 
On January 23, 2018, Mr. Sanders advised the Board that when security measures were initially implemented at the County, state contracts were utilized. A committee was formed after the previous meeting to develop a scope of work for the security services that will be needed at the Payson and Globe Courthouses.

On January 23, 2018, the Board authorized the advertisement of Request for Proposals (RFP) No. 120617. The RFP was advertised in the Arizona Silver Belt on January 31, 2018, and February 7, 2018. The bids were due on February 17, 2018, at 3:00 p.m. and there were six responses. The bids were opened at 3:00 p.m. and evaluated in accordance with A.R.S. §41-2533, Competitive Sealed Bidding.
Evaluation
All public and non-County employees are required to enter the Courthouse through the main entrance. The goal of the County is to have two armed guards posted at the main entrance of each Courthouse, from 7:30 A.M. to 5:30 P.M., Monday through Friday.  The annual cost to the County on the attached proposal from CBI Security Services reflects the hourly rates for guards provided by CBI Security Services.  The annual cost to the County for armed security guard service will be $190,264.65. This annual cost does reflect the ten holidays the County facilities will not be open for business.
Conclusion
Of the six bids received, all of them were complete and one was chosen to be the best price with qualified experience. Gila County needs to hire a security company to provide security to man the entrances of the County Courthouses in Globe and Payson.
Recommendation
It is the recommendation of the Public Works Division Director that the Board of Supervisors award a contract in the amount of $190,264.65 to CBI Security Services, Inc., which is the lowest, most qualified bidder, in response to RFP No. 120617-Security Service for Globe Courthouse and Payson Courthouse to provide security manpower for the safety of the public and employees in the Gila County Courthouses for a period of 12 months, from July 10, 2018, to July 9, 2019, with 3 one-year renewal options.
Suggested Motion
Information/Discussion/Action to review all bids submitted for Request for Proposals No. 120617-Security Service for Globe Courthouse and Payson Courthouse; award to the lowest, most responsive, responsible and qualified bidder; and authorize the Chairman’s signature on the award contract.
