Approval of the 2018 Regional Mass Communication System Intergovernmental Agreement (IGA) Extension with Pinal County.

Background Information

The Everbridge Regional Mass Communication System is the County's primary notification platform used in emergency situations.

This item was first presented to the Gila County Board of Supervisors during a work session on 3/10/2015 for approval to join the East Region (Pinal, Gila, Graham, Greenlee) State Homeland Security Grant Program application submitted by Pinal County Emergency Management. The grant was awarded to Pinal County (for use by the East Region), and the grant funds were made available on January 1, 2016.

The original IGA was approved at the January 19, 2016 Board of Supervisors meeting. Greenlee and Graham County have since both withdrawn from the IGA; however, Gila County and Pinal County remain and still receive a discount for purchasing as a region instead of individually. The IGA was informally extended from 2017 to 2018, and we are now requesting an additional one-year extension.

Evaluation

Gila County Emergency Management requests the board to formally recognize the first one-year extension and to renew the IGA for the Everbridge Regional Mass Communication System for a second one-year period.”

Conclusion

This product will allow County Emergency Management personnel to continue focusing on improving disaster outcomes by implementing quality mass communication practices. This product will also allow Emergency Management to improve Gila County internal messaging by placing the data in the hands of Emergency Management staff to manage and control.

Recommendation

It is the recommendation of the Health and Emergency Management Division Director that the Gila County Board of Supervisors approve the extension of the Everbridge Regional Mass Communication System IGA between Pinal and Gila Counties for one additional year. This IGA serves to clarify the roles and responsibilities of each County during the continuation of the Everbridge Mass Communication platform timeframe.

Suggested Motion

Approval of the Chairman’s signature on the Regional Mass Communication System Agreement Extension document to extend the Intergovernmental Agreement for the Establishment and Maintenance of the Everbridge Regional Mass Communication System between Pinal County and Gila Counties for one additional year.
