PURSUANT TO A.R.S. §38-431.01, THE GILA COUNTY BOARD OF SUPERVISORS WILL HOLD AN OPEN MEETING IN THE SUPERVISORS’ HEARING ROOM, 1400 EAST ASH STREET, GLOBE, ARIZONA. ONE OR MORE BOARD MEMBERS MAY PARTICIPATE IN THE MEETING BY TELEPHONE CONFERENCE CALL OR BY INTERACTIVE TELEVISION VIDEO (ITV). A.   Public recognition of three employees for July's "Spotlight on Employees" Program, as follows: Micah Wheeler, Amber Warden and Jill Velarde. (Erica Raymond) Presented
 
3.   PUBLIC HEARINGS:
 
A.   Convene a public hearing to hear citizens who may wish to comment on proposed Ordinance No. 2018-01 modifying the Zoning Map for Unincorporated Areas of Gila County to change the zoning for Assessor's parcel number 301-19-019Y that is located in Pine from Residence Three District (R3) with Planned Area Development to Transitional Residential with a Trailer District in order to develop a 41-space park model park; and adopt Ordinance No. 2018-01. (Michelle Dahlke) Disapproved
 
B.   Convene a public hearing to hear citizens who may wish to comment on proposed Ordinance No. 2018-02 modifying the Zoning Map for Unincorporated Areas of Gila County to change the zoning for Assessor's parcel number 301-24-001 (northern 65' of the property only) that is located in Pine from Residence One District Limited to Transitional Residential and change the land use designation to Neighborhood Commercial so that the property owner may make and sell wood-engraved gifts and souvenirs in a small 600-800 square foot building designed as a small cabin; and adopt Ordinance No. 2018-02. (Michelle Dahlke) Adopted
 
C.   Convene a public hearing to hear citizens who may wish to comment on proposed Ordinance No. 2018-03 modifying the Zoning Map for Unincorporated Areas of Gila County to change the zoning for Assessor's parcel number 304-30-001H that is located outside of Rye from General Residential to Rural Residential so that the applicants can split their property into two separate one-acre lots; and adopt Ordinance No. 2018-03. (Michelle Dahlke) Adopted
 
4.   REGULAR AGENDA ITEMS:
 
A.   Information/Discussion/Action to adopt Resolution No. 18-07-01 authorizing the disposal of an unnecessary public roadway being Maldito Road in Mesa Del Caballo Tracts Plat No. 5, Official Map No. 236, Gila County Records, and the Board of Supervisors' Chairman to execute and deliver in the name and under the seal of the County of Gila, Quit Claim Deeds conveying the abandoned roadway to Bob and Gail Hardman, and Payson Water Company. (Steve Sanders) Adopted
 
B.   Information/Discussion/Action to review all bids submitted for Request for Proposals No. 120617-Security Service for Globe Courthouse and Payson Courthouse; award to the lowest, most responsive, responsible and qualified bidder; and authorize the Chairman’s signature on the award contract. (Steve Sanders) Awarded
 
C.   Information/Discussion/Action to approve UM Global HR's recommended FY 2018-19 pay plan with compensation adjustments to be effective for the pay period beginning Sunday, July 8, 2018, and reflected in employees' July 27, 2018, paychecks. (Shelley McPherson) Approved
 
D.   Information/Discussion/Action to consider issuing a letter from the Board of Supervisors to the Secretary of the Interior regarding funding of the Mexican Wolf Recovery Plan Economic Impact on Arizona Ranchers and the Arizona Game and Fish Department. (Jacque Sanders) Approved
 
5.   CONSENT AGENDA ACTION ITEMS:  (Any matter on the Consent Agenda will be removed from the Consent Agenda and discussed and voted upon as a regular agenda item upon the request of any member of the Board of Supervisors.)
 
A.   Approval to adopt an Order canceling precinct committeemen elections and appointing precinct committeemen as shown in Attachment A of the Order, who have filed a nomination petition for precinct committeeman of their party in the precinct shown. Approved
 
B.   Approval of the Chairman’s signature on the Regional Mass Communication System Agreement Extension document to extend the Intergovernmental Agreement for the Establishment and Maintenance of the Everbridge Regional Mass Communication System between Pinal County and Gila Counties for one additional year. Approved
 
C.   Approval of Amendment No. 4 to an Intergovernmental Agreement (Contract No. ADHS17-133182) between the Arizona Department of Health Services and the Gila County Health and Emergency Management Division for $200,419 in order to provide continued public health emergency preparedness services from July 1, 2018, through June 30, 2019. Approved
 
D.   Approval of the Drug, Gang, and Violent Crime Control Grant Agreement (FY2019 Award Cycle 32-Grant No. DC-19-004) between the Gila County Sheriff's Office and the Arizona Criminal Justice Commission in the amount of $302,320 ($105,812 in federal funds, $120,928 in state funds and $75,580 in matching funds from the County's General Fund) to provide continued funding for the Gila County Drug, Gang, and Violent Crimes Task Force for the period of July 1, 2018, through June 30, 2019. Approved
 
E.   Approval of Amendment No. 8 to Contract No. ADES15-089113 between the Arizona Department of Economic Security and Gila County Division of Community Services, Community Action Program, revising the Itemized Service Budget whereby the Case Management contract reimbursement ceiling has been set to $337,093, and the Community Services service reimbursement has been set to $150,000, for the period of July 1, 2018, through June 30, 2019. Approved
 
F.   Approval of Amendment No. 16 to an Agreement for Energy Wise Low-Income Weatherization Program Implementation between the Gila County Community Services Division and Arizona Public Service Company to include an additional $60,000 for calendar year 2018 and to make some other minor changes. Approved
 
G.   Approval of FY 2019 Drug, Gang and Crime Control Grant Agreement No. DC-19-023 between Gila County and the Arizona Criminal Justice Commission in the amount of $59,495 for the period of July 1, 2018, to June 30, 2019. Approved
 
H.   Approval to accept Arizona Criminal Justice Commission FY 2019 Crime Victim Assistance Program Grant No. VA-19-020 in the amount of $27,984 for the period of July 1, 2018, to June 30, 2019. Approved
 
I.   Approval to accept Victim Compensation Grant Agreement No. VC-19-052 between Gila County and the Arizona Criminal Justice Commission in the amount of $59,130 for the period of July 1, 2018, to June 30, 2019. Approved
 
J.   Approval of Amendment No. 1 to Contract No. 100616-Pharmacy Services for Gila County Detention Medical to extend the contract term with Westwood Pharmacy from May 9, 2018, to May 8, 2019, at a cost of $75,000. Approved
 
K.   Approval of Amendment No. 1 to Professional Services Contract No. 101116-1 with the Law Offices of Stephen Jones to extend the term of the contract for one additional year, from July 1, 2018, to June 30, 2019. Approved
 
L.   Approval of Amendment No. 3 to Professional Services Contract No. 101116-1 with Collins & Collins, Attorneys at Law, to extend the term of the contract for one additional year, from July 1, 2018 to June 30, 2019. Approved
 
M.   Approval of Amendment No. 1 to Professional Services Contract No. 051017 with the Law Office of Harriette P. Levitt to extend the term of the contract for one additional year, from July 1, 2018, to June 30, 2019. Approved
 
N.   Approval of Amendment No. 4 to Professional Services Contract No. 101116 with Diana G. Montgomery, PLLC to increase the contract amount by $13,000 for a total contract amount of $24,800 for the remaining term of July 1, 2018, to June 30, 2019. Approved
 
O.   Approval of the following Professional Services Contracts to retain the services of attorneys for the period of July 1, 2018, through June 30, 2019; all of whom assist the Superior Court in Gila County as public defenders on an annual basis: 050718-Carolyn Clark of Flores & Clark, LLC; 050718-3-Emily Danies, Attorney at Law, LLC; 052218-1-Anna C. P.   Approval of Professional Services Contract No. 052218 with the Allen Law, PLLC dba Queen Creek Law Firm in a not to exceed amount of $25,848 to provide professional legal defense services for the Superior Court in Gila County for the period July 1, 2018, to June 30, 2019. Approved

AA.   Acknowledgment of contracts under $50,000 which have been approved by the County Manager beginning 4-30-18, through 5-31-18. Acknowledged
 
6.   CALL TO THE PUBLIC:  Call to the Public is held for public benefit to allow individuals to address the Board of Supervisors on any issue within the jurisdiction of the Board of Supervisors. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute §38-431.01(H), at the conclusion of an open call to the public, individual members of the Board of Supervisors may respond to criticism made by those who have addressed the Board, may ask staff to review a matter or may ask that a matter be put on a future agenda for further discussion and decision at a future date.
