Intergovernmental Agreement (IGA) between the Town of Payson and Gila County for Centralized Dispatch Services to the Gila County Sheriff's Office.
Background Information
Gila County contacted the Town of Payson to look into the feasibility of the Town of Payson Police Department centralizing dispatch services in northern Gila County.  An IGA was drafted by the Town of Payson.
Evaluation
The Town of Payson Police Department will provide dispatch services in a manner consistent with dispatch services being provided to the Payson Police Department Officers. The Town of Payson will supply twenty-four hours per day, seven days a week dispatching, telephone answering, 911 dispatch services and paging services through its two-way radio communication dispatch center and log all communication. The Town of Payson will provide dispatch services which includes law enforcement information from NCIC/ACJIS in conformance with their guidelines and provide law enforcement information for the enforcement of the County's civil and criminal law and ordinance code. The County agrees to use its best efforts to keep warrant information current, provide all contact information required for dispatching, telephone answering, paging, and maintain current MSAG/911 addresses.  The County will decrease the Sheriff's Office Dispatch Position Control, six 911 Dispatch positions, and one Dispatch Supervisor to fulfill the requirements of this agreement.
Conclusion
The Town of Payson will provide dispatch services for the Gila County Sheriff’s Office in the amount of $279,000 for a period of twelve months, with the option to renew the IGA for two one-year periods contingent on an annual review from the effective date affirming renewal of each yearly period.  Such annual review shall be performed forty-five (45) days prior to end of each year.
Recommendation
It is the recommendation of Sheriff J. Adam Shepherd that the Board of Supervisors approve the Intergovernmental Agreement between the Town of Payson and Gila County for centralized dispatch services to the Gila County Sheriff's Office in the amount of $279,000 for a period of twelve months effective when fully executed by Gila County and the Town of Payson.
Suggested Motion
Information/Discussion/Action to approve an Intergovernmental Agreement (IGA) between the Town of Payson and Gila County to provide centralized dispatch services to the Gila County Sheriff's Office in the amount of $279,000 for one year effective when the IGA has been fully executed by both parties, and with the option to renew the agreement for two additional one-year periods.  (J.
