Intergovernmental Agreement (IGA) between Maricopa County and Gila County regarding Maricopa County Sheriff's Office Detention Officer Training Academy.
Background Information
The Gila County Sheriff's Office (GCSO) does not have its own academy and is required to train its Detention Officers. GCSO contacts agencies as needed throughout the state that operate Detention Officer Training Academies and requests seats for GCSO Detention Officers to attend. Maricopa County Sheriff's Office (MCSO) Detention Officer Training Academy is one that is utilized as needed by GCSO Detention Officers when space is available. This agreement outlines the responsibilities of MCSO and GCSO regarding the use of MCSO Detention Officer Training Academy. (An agreement number will be assigned to the IGA by Maricopa County once Maricopa County officials have approved the IGA.)
Evaluation
Maricopa County Sheriff's Office (MCSO) responsibilities: will provide training space, when available, for GCSO Detention Officers to attend scheduled Detention Officer Training Academies; has sole discretion to decide whether GCSO recruits maintain the academic standings to continue in the ccademy; has sole discretion to dismiss any recruit for training, academic, ethical or disciplinary standards applicable to all detention academy participants; will provide GCSO with training and attendance records of each recruit; and, will treat GCSO recruits in the same manner as MCSO recruits for purposes of training, academics, ethics and discipline. GCSO responsibilities: agrees to provide instructors or administrative assistance to the MCSO Academy, upon request; agrees to pay $150 per registrant; understands and agrees that the curriculum will consist of the standard MCSO training program, will investigate any Internal Affairs Investigation concerning actions of a GCSO recruit; and, will provide statutory worker's compensation insurance, salary, benefits, weapons, and uniforms.
Conclusion
The GCSO utilizes the Maricopa County Sheriff's Office Detention Officer Training Academy on an as-needed basis to assist in the training of the GCSO Detention Officers. This IGA may be renewed for one additional three-year period upon Board of Supervisors' approval.
Recommendation
It is the recommendation of Sheriff J. Adam Shepherd that the Board of Supervisors approve the IGA between Maricopa County and Gila County regarding the use of the Maricopa County Sheriff's Office Detention Officer Training Academy beginning July 1, 2016, through June 30 2019.
