FFY2017 SNAP (Supplemental Nutrition Assistance Program) Community Outreach Partner Application with Arizona Community Action Association (ACAA).
Background Information
The ACAA unites communities to end poverty through community-based initiatives and solutions.  The ACAA is a 501(c)(3) non-profit agency created in 1967 to address poverty across Arizona. Through a collaboration of nearly 300 organizations and individuals, the ACAA develops and implements strategies to address and ultimately eliminate poverty.

The Community Action Program (CAP) was launched in 1964 as part of President Lyndon B. Johnson’s Economic Opportunity Act to fight poverty by empowering the poor. Core funding comes from Community Service Block Grants (CSBG) with additional support from local, state and federal grants; individual and corporate donations; foundation grants and community-based collaborations.

Programs operated, managed or supported by the ACAA include:
  • Low-Income Home Energy Assistance (LIHEAP) Utility Grants
  • Weatherization Assistance Program
  • Home Energy Assistance Fund
  • Supplemental Nutrition Assistance Program (SNAP) Outreach
  • Nutrition Assistance Community Organization Partnerships

  • People’s Information Guide
Evaluation
SNAP was formerly known as Food Stamps.  The ACAA is currently accepting SNAP Community Outreach Partner Applications.  The Gila County Community Services Division CAP is applying with the ACAA to continue to be a SNAP Partner and we received a 30-day extension to submit the application.  The Partner Application has been completed, and if approved by the Board of Supervisors, it will be submitted to the ACAA for review.  Included in the Partner Application is a Memorandum of Understanding (MOU) which will be signed by both parties.  This MOU will provide funding from the ACAA to CAP to be used to assist eligible citizens residing in Gila County to apply for SNAP assistance.  The MOU will be in place for the period of October 1, 2016, through September 30, 2017.
Conclusion
By the Board of Supervisors authorizing the SNAP Community Outreach Partner Application to be submitted to ACAA, and upon approval by ACAA, Gila County CAP will continue to be a SNAP Partner.  If approved by the ACAA, an MOU will be signed by both parties, which will provide funding for CAP to assist residents of Gila County in applying for SNAP benefits.
Recommendation
The Gila County Community Services Division Director recommends that the Board of Supervisors approve this application.
Suggested Motion
Approval of the Supplemental Nutrition Assistance Program (SNAP) Community Outreach Partner Application for Federal Fiscal Year 2017, between the Arizona Community Action Association and the Gila County Community Services Division, Community Action Program which, if approved, will allow Gila County to continue to be a SNAP Outreach Partner and be reimbursed for expenses in an estimated amount of $14,000.94 for the period of October 1, 2016, through September 30, 2017.
