Intergovernmental Agreement No. 050215 between Gila County and the City of Globe for Dispatch Service.

Background Information

Gila County was contact by the City of Globe Management and asked to look into the feasibility of the Gila County Sheriff's Office taking over dispatch services for the Globe Police and Fire Departments. An Intergovernmental Agreement was drafted by the Gila County Finance Department. The City of Globe held a Public Hearing on June 9, 2015, and a Regular Meeting on June 23, 2015, where the City Council unanimously approved the agreement.

Evaluation

The Gila County Sheriff's Office will provide dispatch services in a manner consistent with dispatch services being provided to the Gila County Sheriff's Deputies. Gila County will supply twenty-four hours per day, seven days a week dispatching, telephone answering, 911 dispatch services and paging services through its two-way radio communication dispatch center and log all communication from the Globe Police and Fire Departments. Gila County will provide dispatch services which includes law enforcement information from NCIC/ACJIS in conformance with their guidelines and provide law enforcement information for the enforcement of the City's civil and criminal law and ordinance code. The County agrees to receive and record the City's warrant information and keep the records. The City agrees to use its best efforts to keep warrant information current, provide all contact information required for dispatching, telephone answering,paging, and maintain current MSAG/911 addresses.

The County will increase the Sheriff's Office Dispatch Position Control four (4) 911 Dispatch positions and one (1) Dispatch Supervisor to fulfill the requirements of this agreement.

Conclusion

The Gila County Sheriff's Office will provide dispatch services for the City of Globe Police and Fire Departments in the amount of $246,462 for a performance period of July 1, 2015, through June 30, 2016, with the ability for 3 additional one-year terms.

Recommendation

It is the recommendation of Sheriff J. Adam Shepherd that the Board of Supervisors approve Intergovernmental Agreement No. 050215 between Gila County and the City of Globe for dispatch services in the amount of $246,462 for the performance period of July 1, 2015, through June 30, 2016.

Suggested Motion

Information/Discussion/Action to approve Intergovernmental Agreement No. 050215 between Gila County and the City of Globe for dispatch services in the amount of $246,462 for a performance period of July 1, 2015, through June 30, 2016, with the option to renew for three additional one-year periods and to authorize an increase to the Sheriff's Office Dispatch Position Control Report to include four 911 Dispatchers and one Dispatch Supervisor.
