Adoption of Ordinance No. 2015-02 amending the Zoning Map for Unincorporated Areas of Gila County to rezone parcel number 207-06-023A owned by Gary Goetteman.
Background Information
Gary Goetteman submitted an application to the Gila County Community Development Division (Division) to rezone his property known as Assessor's parcel number 207-06-023A, which is located at 5256 Golden Street in Midland City.  The Division accepted the application and assigned a case number of Z-15-02.  This parcel is currently zoned as Commercial Two District (C2) and Residence One District (R1) and the request is to rezone the parcel to Transitional Residential District (TR) with a Trailer (overlay) District (T) for the purpose of allowing a four unit RV park.

This is a multi-zoned parcel consisting of four lots with a total area of 9,500 square feet. Two lots are zoned C2 and the other two are R1.
Evaluation
This area is primarily residential. The TR will be more compatible with this area than the current zoning.  A TR is intended to minimize conflicts with residential development. (See attached Division's staff report for more information.)

If the Board of Supervisors authorizes the subject parcel to be rezoned, the Zoning Map for Unincorporated Areas of Gila County must be updated to reflect that change.  The Zoning Map is part of the Gila County Planning and Zoning Ordinance; therefore, a new ordinance must be adopted by the Board in order to amend the Zoning Map contained in the Gila County Planning and Zoning Ordinance. 
Conclusion
With the current zoning, a much more intense development scenario exists which may not be compatible with current development. The parcel that is next to this parcel has a duplex. The maximum development potential with this rezoning change would be four recreational vehicles.
Recommendation
Staff recommends that the Board of Supervisors adopt Ordinance 2015-02 as submitted which includes conditions.

Information/Discussion/Action to adopt Ordinance 2015-02 amending the Zoning Map for Unincorporated Areas of Gila County for the rezoning of property at 5256 Golden Street in Midland City from a Commercial Two District and Residence One District to a Transitional Residential District with a Trailer (overlay) District for the purpose of allowing a recreational vehicle park with four recreational vehicles.  (Bob Gould)
