Approval of Amendment No. 1 to Professional Services Contract No. 013015 with EPS Group.
Background Information
On March 3, 2015, the Board of Supervisors approved entering into a contract with EPS Group, a civil engineering firm, for the civil design on the Copper Administration Building.  EPS Group will provide the site design which includes layout, plans, and material details for various site improvements.  The civil engineer is designing an overall site plan which will include grading, drainage, parking, ADA compliant accesses to the building, sidewalks, stairs, privacy walls, and slope protection.  The original contracted amount was $49,966.85 and covered the following scope of work:  conceptual design; construction documents; design for the stairs from the Courthouse to the Copper Admin Building; project management/coordination; and reimbursables.
Evaluation
In the original scope of work, the design for the ADA ramps called for metal ramps.  The Public Works Division wishes to replace the design for metal ramps with a design for concrete ramps.  Concrete ramps require less maintenance than metal.  Metal ramps have the potential to contract and expand based on seasonal weather conditions, concrete ramps should remain constant and neither contract or expand.  Additionally, concrete ramps will be long lasting and appeal to the overall appearance of the site.
Conclusion
Amendment No. 1 has been issued to change the scope of work in the original civil design for the Copper Administration Building, from metal ADA ramps to concrete ADA ramps.  Staff feels the concrete ramps not only will provide a higher level of stability, but will improve the overall appearance of the site.  The additional cost for the change in the scope of work is $4,400.
Recommendation
The Finance Division Director and the Public Works Division Director recommend the Board of Supervisors' approval of Amendment No. 1 to modify the scope of work to design concrete ADA ramps rather than metal ADA ramps.
Suggested Motion
Approval of Amendment No. 1 to Professional Services Contract No. 013015 with EPS Group to modify the scope of work in the original civil design for the Copper Administration Building from metal ADA ramps to concrete ADA ramps at an additional cost of $4,400 for a new total contact amount of $54,366.85.
