Contract Award Invitation for Bid No. 040615 - Colcord Road Paving Project. |
Background Information |
Gila County holds an easement from the Tonto National Forest on 5.35 miles of Forest Road 291, east of Payson, AZ, (Colcord Road), from SR 260 to Colcord Estates. By paving an unpaved portion of Colcord Road, it will reduce emergency response time, improve dust control and provide better road conditions for the residents and visitors to the County.
On May 5, 2015, the Board of Supervisors approved a request to advertise Invitation for Bid (IFB) No. 040615 for paving a portion of Colcord Road in Payson, AZ. IFB No. 040615 was advertised in the May 13th and May 20th, 2015 editions of the Arizona Silver Belt. The bids were opened in a public setting on June 12, 2015. |
Evaluation |
This is a project that Gila County has wanted to do for quite some time. By paving a portion of the unpaved roadway, it will reduce emergency response time, reduce dust, improve driving conditions and eliminate the need for the County to routinely blade the 1.2 miles.
Colcord Road is a forest road under easement to Gila County. The road serves multiple subdivisions in the area. The road is approximately 5.35 miles long. The beginning 2.2 miles from SR 260 have a paved surface. The remaining 3.15 miles of road are unpaved. This paving project was first identified and included in the County's fiscal year 2012/2013 budget under Capital Improvement Funds. For various reasons, the project has been bumped to later years. Now the project is ready to move forward with the intent to extend the paved surface for approximately 1.2 miles. This will reduce maintenance and provide a better surface for the traveling public. This project would continue the pavement from the 2.2 miles of paved roadway, to Gordon Canyon Bridge, approximately 1.2 miles. Gila County will perform the subgrade prep and will provide traffic control and a water truck for dust control. The winning contractor will only be paid for actual quantities placed and approved. Quantities of asphalt placed will be tracked according to weigh tickets turned into Gila County by the winning contractor.
IFB No. 040615 was sent to eighteen contractors and two construction publications (see attached Plan Holder list). A pre-bid jobsite meeting was held on June 1, 2015 at 10:00 A.M. Five contractors attended the pre-bid meeting (see attached Pre-Bid Sign In Sheet). Two addenda were issued in response to questions received from various contractors. Bids were received from seven contractors. Three contractors attended the bid opening.
Bid responses were evaluated in accordance with A.R.S. §41-2533, Competitive Sealed Bidding; awards shall be made to the lowest responsible and responsive bidder whose bid conforms in all material respects to the requirements and criteria set forth in the Invitation for Bid. |
Conclusion |
After extensive review, based on the bid responses received, it is the goal of the Finance Division Director and the Interim Public Works Division Director to award a contract to the lowest, most responsible and responsive qualified bidder. |
Recommendation |
The Finance Division Director and the Interim Public Works Division Director recommend that the Board of Supervisors approve the award of IFB No. 040615 to Intermountain West Civil Constructors, Inc. |
Suggested Motion |
Information/Discussion/Action to review all bids submitted for Invitation for Bid No. 040615 - Colcord Road Paving Project; award to the lowest, most responsible and responsive qualified bidder; and authorize the Chairman's signature on the award contract for the winning bidder for an amount of $87 per ton with a not to exceed amount of $246,471, to be based on actual quantities placed.
