PURSUANT TO A.R.S. §38-431.01, THE GILA COUNTY BOARD OF SUPERVISORS WILL HOLD AN OPEN MEETING IN THE SUPERVISORS’ HEARING ROOM, 1400 EAST ASH STREET, GLOBE, ARIZONA. ONE OR MORE BOARD MEMBERS MAY PARTICIPATE IN THE MEETING BY TELEPHONE CONFERENCE CALL OR BY INTERACTIVE TELEVISION VIDEO (ITV). ANY MEMBER OF THE PUBLIC IS WELCOME TO ATTEND THE MEETING VIA ITV WHICH IS HELD AT 610 E. HIGHWAY 260, BOARD OF SUPERVISORS’ CONFERENCE ROOM, PAYSON, ARIZONA. THE AGENDA IS AS FOLLOWS:

1.   CALL TO ORDER - PLEDGE OF ALLEGIANCE - INVOCATION
 
2.   REGULAR AGENDA ITEMS:
 
A.   Information/Discussion/Action to approve an Intergovernmental Agreement with Pinal County Justice Center to house and treat detained juveniles for the period January 4, 2017, through January 4, 2018, with automatic one-year renewals up to ten years per Arizona Revised Statute § 11-952 (J). (James Menlove/Steve Lessard) Approved
 
B.   Information/Discussion/Action to approve an Intergovernmental Agreement between Gila County and the Town of Winkelman for the period January 1, 2017, through February 28, 2018, whereby Gila County Community Services/Housing Division will be paid $25,000 to assist the Town in the administration of Community Development Block Grant funds in the amount of $194,835 that will be used for housing rehabilitation projects within the Town. (Malissa Buzan) Approved
 
C.   Information/Discussion/Action to approve Intergovernmental Agreement No. YH16-0028-03 between the Arizona Health Care Cost Containment System (AHCCCS) and Gila County for eligibility suspension for individuals while incarcerated in the Gila County Adult Detention Center to go into effect upon all parties' signatures for a period of four years. (Justin Solberg) Approved
 
D.   Information/Discussion/Action to accept the Citizens' Petition to begin the process to establish Radium Drive in the Globe area as a Country Dirt Road. (Steve Sanders) Accepted
 
E.   Information/Discussion/Action to review the bid submitted for Invitation for Bids No. 042417 for the purchase and delivery of bulk fuel and lubricants; and authorize the Chairman's signature on the award contract for the winning bid. (James Menlove/Steve Sanders) Awarded
 
F.   Information/Discussion/Action to authorize the advertisement of Invitation for Bids No.052217-Toya Vista Road Improvement Project. (James Menlove/Steve Sanders) Authorized
 
G.   Information/Discussion/Action for the Board of Supervisors to participate and promote the National Association of Counties' U.S. Flag Disposal Box Initiative in Gila County and to encourage all Gila County citizens to participate as well. (Tommie Martin) Approved
 
3.   CONSENT AGENDA ACTION ITEMS:  (Any matter on the Consent Agenda will be removed from the Consent Agenda and discussed and voted upon as a regular agenda item upon the request of any member of the Board of Supervisors.)
 
A.   Approval to adopt Resolution No. 17-06-01 authorizing Gila County Probation Department's participation in the FY 2017-2018 Family Counseling Program through the Arizona Supreme Court, Administrative Office of the Courts, Juvenile Justice Services Division, and certifying that a matching fund requirement of $1,710 for the Program will be provided by the County. Adopted
 
B.   Approval to adopt Resolution No. 17-06-03 appointing W. James Menlove, Gila County Manager, as Trustee; and Jacque C. Sanders, Assistant County Manager, as Alternate Trustee to the Arizona Local Government Employee Benefit Trust (AZLGEBT) on behalf of Gila County. Adopted
 
C.   Approval of an Independent Contractor Agreement (Contract No. 07012017-18) between the Arizona Community Action Association (ACAA) and the Gila County Community Services Division, Community Action Program (CAP), whereby ACAA will administer funding in the amount of $84,788, which will be used to provide weatherization services, utility repair and replacement, utility deposits and bill assistance to eligible citizens residing in Gila County for the period of July 1, 2017, through June 30, 2018. Tabled
 
D.   Approval of Funding Agreement No. 207-17 between the Arizona Department of Housing and the Gila County Division of Community Services, Housing Services, to provide Department of Energy Weatherization Assistance Program for Low Income Persons funding in the amount of $36,898; Low Income Home Energy Assistance Program funding in the amount of $91,152; and Southwest Gas Corporation Weatherization Assistance Program funding in the amount of $27,150 to be used to provide weatherization services to eligible citizens residing in Gila County for the period of July 1, 2017, through June 30, 2018. Approved
 
E.   Approval of the Memorandum of Understanding for federal fiscal year 2018 between the Arizona Community Action Association and the Gila County Community Services Division, Community Action Program, which will allow Gila County to continue to be a Supplemental Nutrition Assistance Program Community Partner and be reimbursed for expenses in an estimated amount of $19,789.13 for the period of October 1, 2017, through September 30, 2018. Approved
 
F.   Approval of the following precinct committeemen appointments as submitted by Christine Tilley, Gila County Democratic Committee Chairman: Deborah Diana Leverance - Globe #1 precinct; Leonard Lloyd Leverance - Globe #1 precinct; Carmen L. Casillas - Globe #2 precinct; Bettie Jo Julkes - Payson #4 precinct; David H. Kennedy - Payson #4 precinct; George H. Schriner - Payson #5 precinct; Shirley A. Schriner - Payson #5 precinct; and Lynnette Porouwer - Payson #6 precinct. Approved
 
G.   Approval of an Application for Fireworks Display submitted by Fireworks Productions of Arizona and sponsored by Freeport-McMoRan, Inc. to provide a fireworks display on Tuesday, July 4, 2017, at the Miami Operations mine site of Freeport-McMoRan, Inc. Approved
 
H.   Approval of the June 6, 2017, and June 12, 2017, Board of Supervisors' meeting minutes. Approved
 
I.   Acknowledgment of contracts under $50,000 which have been approved by the County Manager for the weeks of May 15, 2017, through May 19, 2017; and May 22, 2017, through May 26, 2017. Acknowledged
 
4.   CALL TO THE PUBLIC:  Call to the Public is held for public benefit to allow individuals to address the Board of Supervisors on any issue within the jurisdiction of the Board of Supervisors. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute §38-431.01(H), at the conclusion of an open call to the public, individual members of the Board of Supervisors may respond to criticism made by those who have addressed the Board, may ask staff to review a matter or may ask that a matter be put on a future agenda for further discussion and decision at a future date.
