Award of Professional Services Contracts in response to Request for Qualifications No. 111020-Indigent Legal Attorney Services

Background Information

Court Administration and Gila County Finance coordinated to issue a request for qualifications for indigent legal services. The Board of Supervisors approved the request to advertise on December 1, 2021, and the procurement was subsequently advertised.

Request for Qualifications No. 111020 was advertised in the Payson Roundup on December 8, 2020, and December 15, 2020. All sealed bids were due on January 29, 2021.

Evaluation

Sealed bids were accepted at the Gila County Finance Department through 3:00 P.M., MST, on January 28. 2021. The Finance Department received competitive bids from five firms in response to Request for Qualifications No. 111020.

Over the past two years, Court Administration and Gila County Finance have undergone procurement solicitations to formalize the selection process for current and future attorneys. The current procurement introduced evaluation and selection of attorneys to represent indigent citizens in juvenile dependency cases; probate; Guardian ad Litem assignments; and appointments as a “Best Interest Attorney”. The contract requests represent the results of that solicitation and selection process.

Conclusion

The evaluation and selection process were intensive and the Presiding Judge is recommending two additions to the local attorney group that would increase the capacity and service of that unit to the public.

Recommendation

The Presiding Judge recommends that the Board of Supervisors award contracts for Weagant Law Office, PLC, and Alexander Legal resulting from Request for Qualification No. 111020.

Suggested Motion

Information/Discussion/Action to award indigent defense contracts to the following attorneys based upon the recommendation of Court Administration- Weagant Law Office, PLC; and Alexander Legal resulting from request for qualifications No. 111020: and authorize the Chairman's signature on the award contracts.(Jonathan Bearup)
