Adoption of Resolution No. 19-05-05 to conclude Declaration of Emergency for February 2019 Snow Storms.

Background Information

Snow storms began in Gila County in February 2019, which had created an emergency situation where many citizens had been stranded in their homes denying them access to food and medical assistance. The snow storms endangered citizens' lives and well-being, and had the potential to damage homes and property.

On February 20, 2019, the Gila County Board of Supervisors adopted Resolution No. 19-02-01 issuing a Declaration of Emergency due to February 2019 snow storms in Gila County. The dangers which created the emergency, including post snow flooding, have now returned to normal. Post emergency meetings to review Gila County's response and possible reimbursement for emergency costs have been held, and Emergency Management is supportive of ending the Declaration.

Evaluation

A.R.S. §26-311 outlines the requirements for the Board of Supervisors to declare an emergency. Since there is no longer an emergency that exists in Gila County, the next step is to conclude the Declaration of Emergency that was issued on February 20, 2019, and repeal Resolution No. 19-02-01.

Conclusion

By the Board of Supervisors adopting Resolution No. 19-05-05, it will conclude the Declaration of Emergency that was issued by the Board on February 20, 2019, and repeal Resolution No. 19-02-01. This Board action will allow Gila County Emergency Management to close out the reporting and efforts from the recent snow storms and work towards completion of the after action report and any possible financial reimbursements related to the emergency.

Recommendation

It is the recommendation of the Gila County Health and Emergency Management Department Director that the Board of Supervisors adopt Resolution No. 19-05-05.
