Contract Award in Response to Invitation for Bids No. 082320-Mesa Del Caballo Paving Project

Background Information

On February 2, 2021, the Gila County Board of Supervisors authorized the newspaper advertisement of Invitation for Bids No. 082320-Mesa Del Caballo Paving Project.

Invitation for Bids No. 082320 was advertised in the Payson Roundup on February 9, 2021, and February 16, 2021. The bid due date was March 11, 2021.

This project is a continuation of two previous projects to improve the roads in Mesa Del Caballo. Besides improving the asphalt surface, this project will improve drainage in the public right-of-way. This project improves a busy road. It will include the removal of all of existing asphalt and base materials and replace them with new ones on Mescalero Road and most of Caballero Road. It includes replacing culverts where needed and connections to driveway entrances on public property.

Evaluation

Sealed bids were accepted at the Gila County Finance Department through 3:00 P.M., MST, on March 11, 2021. The Finance Department received competitive bids from eight vendors in response to the Invitation for Bids No. 082320. The bids were opened at 3:00 P.M. on March 11, 2021, and evaluated in accordance with A.R.S. § 41-2533 Competitive Bidding.

Valor Specialties, Inc. met all bid specifications and offered the low bid price at $436,645.90, which should take about 90 days.

Conclusion

Caballero Road is the main entrance road within the busy community of Mesa Del Caballo. This road reconstruction project will effectively improve Caballero and Mescalero Roads which are in poor condition.

Recommendation

The Public Works Department Director recommends that the Board of Supervisors award a contract to Valor Specialties, Inc. for paving in the subdivision of Mesa Del Caballo for the sum of $436,645.90 which should take about 90 days.

Suggested Motion

Information/Discussion/Action to review all bids submitted for Invitation for Bids No. 082320 - Mesa Del Caballo Paving Project; award to the lowest, most responsible, and qualified bidder; and authorize the Chairman’s signature on the award contract. (Steve Sanders)
