Request the Gila County Board of Supervisors to move forward with the process of notifying the High Desert Humane Society, Inc. (HDHS) of the County's intent to terminate the annual Lease Agreement between Gila County Animal Control and HDHS and vacate their facility which we currently use for our animal care shelter.

Background Information

Currently, Gila County does not own its own animal shelter. The High Desert Humane Society, Inc. leases its animal shelter facility to Gila County to operate the County's animal control program. The initial term of the Lease Agreement began on July 1, 2019, and ended on June 30, 2020, with 3 one-year renewal options. It was approved by the County Manager on June 26, 2019. On June 26, 2020, the County Manager approved an amendment to the Lease Agreement extending the term of the lease to June 30, 2021.

In 2020, the Gila County Board of Supervisors approved the construction of a new animal shelter at the Gila County Fairgrounds. Construction is nearing completion and a move-in date has been scheduled for June 10, 2021. The lease agreement between Gila County Health & Emergency Management and High Desert Humane Society, Inc. requires a 90-day cancellation notice.

Evaluation

To begin planning our relocation to the new animal shelter, the 90-day lease termination process should start in April 2021.

Recommendation

The Health & Emergency Management Department Director recommends moving forward with giving HDHS the required 90-day notice to terminate the annual lease agreement between Gila County Animal Control.

Suggested Motion

Information/Discussion/Action to direct the Health and Emergency Management Department Director to provide High Desert Humane Society, Inc. (HDHS) with the required 90-day written notice to terminate the Lease Agreement in place for the lease of the HDHS facility that is used to operate the County's Animal Control Program. (Michael O'Driscoll)
