Contract No. 031319-Senior Planner-Independent Contractor with Arizona Planning and Paralegal Solutions.
Background Information
On May 23, 2018, the County Manager approved Professional Services Contract No. 041718 with Arizona Planning and Paralegal Solutions to work with the Community Development Director on planning and zoning projects as needed. The contract maximum amount of $46,800 equated to 20 working hours per week at $45 per hour.
 
A staff position was eliminated in favor of contracting for the services of a Planner.
 
In late 2018, it was decided that Arizona Planning and Paralegal Solutions has the expertise and the willingness to rewrite the Gila County Zoning Ordinance.  An additional 10 hours per week would be allocated specifically to the rewrite.
Evaluation
Contract No. 031319 is a new contract which supersedes Contract No. 041718.
 
Services:  The County hereby retains Arizona Planning and Paralegal Solutions to perform services that may include: Working closely with the Community Development Administrative Assistant to ensure all procedures are followed regarding correspondence, timelines, and public notices.  Handles applications and makes decisions for subdivisions, development plans, zoning changes, variance requests, and use permits.  Keeps abreast of public input and presentation actions; prepares staff reports and presents findings and recommendations to the Planning and Zoning Commission, Board of Adjustment, and the Board of Supervisors when required by state statute, County ordinances or at the direction of the Community Development Director.  Ensure compliance with departmental policies and procedures, state statutes and County ordinances.  Assists with the implementation of complex planning and zoning projects.  Attends and makes presentations at various meetings; drafts new ordinances, ordinance modifications and changes to and updating of the Comprehensive Plan.  Establishes and maintains effective working relationships with citizens, citizen groups, neighborhood leaders, elected officials and other County departments interpreting, analyzing and resolving difficult neighborhood issues.
 
The Gila County Zoning Ordinance was last updated in its entirety in 2014.  Since then it has become apparent through daily usage that a complete rewrite of the Ordinance is needed.
Conclusion
The new Professional Services Contract No. 031319 with Arizona Planning and Paralegal Solutions will terminate the existing contract 041718 and will provide for the complete rewrite of the Gila County Zoning Ordinance.
Recommendation
Staff recommends approval of Professional Services Contract No. 031319 for the maximum amount of amount of $78,000 for one-year term with the County having the sole option to renew the contract for three additional one-year periods.
Suggested Motion
Information/Discussion/Action to approve Professional Services Contract No. 031319 which replaces Contract No. 041718 with Arizona Planning and Paralegal Solutions to continue working with the Community Development Director on planning and zoning projects as needed for a maximum annual amount of $78,000 effective April 15, 2019, through April 14, 2020, with the County having the sole option to renew the contract for three additional one-year periods.
