Further discussion of the Canyon River Ranch Domestic Water Improvement District (CRRDWID) as requested by the Gila County Board of Supervisors.
Background Information
The CRRDWID was formed by a resolution of the Board of Supervisors on June 19, 2007.  In 2014, the governing board of CRRDWID became ineligible to serve as governing board members of the district.  The CRRDWID governing board members lost title to the parcel which compromised the CRRDWID.  As the governing board members neither live or own property any longer in the CRRDWID, they fail to be qualified electors.  The CRRDWID is without a quorum and lacks the ability to create a quorum; therefore, it is necessary for the Gila County Board of Supervisors to determine a course of action. 
Evaluation
Arizona Revised Statute §48-1012 (A) requires a governing board be established concurrent with the creation of a special district.  However, if  the Gila County Board of Supervisors determines that there is no future purpose for the CRRDWID and in accordance with Arizona Revised Statute §48-264, the Gila County Board of Supervisors may dissolve the CRRDWID.
Conclusion
The Gila County Board of Supervisors has two options with regard to the CRRDWID.  The Board may revoke the authority of the CRRDWID and become the board of directors for the CRRDWID in accordance with Arizona Revised Statute §48-1016 or the Board may dissolve the CRRDWID in accordance with Arizona Revised Statute §48-264.
Recommendation
Due to the nature of the discussion, staff has no recommendation at this time.
