Approve Intergovernmental Agreement No. 032716 with the Town of Payson (Town) for paving of a portion of Houston Mesa Road.
Background Information
On September 29, 2009, Gila County entered into an Intergovernmental Agreement (IGA) for Cooperative Purchasing with the Town.  The purpose of the Cooperative Purchasing IGA is to conserve resources and reduce procurement costs by utilizing supplies, materials, equipment and contractual services subject to competitive bidding under A.R.S. §11-254.01, which have been previously secured by either Gila County or the Town.
Evaluation
On July 8, 2015, the Town entered into a contract with T & T Construction, Inc. for the C.C. Cragin Reservoir Water Supply project, Raw Water Penstock Phase 1.  The contract provides for the installation of a waterline along a portion of Houston Mesa Road, which is a road maintained by the County north of the Town.  As part of the waterline installation, one lane of roadway will require new pavement.

The County desires additional paving to be performed on the remainder of the Houston Mesa Road in the construction area not impacted by the Town's waterline project.  By utilizing the contract between the Town and T & T Construction, Inc. for the paving the County would like to have done, it will save the County in both time and money for a rate that has already been established per State statute requirements.

T & T Construction, Inc. has entered into Change Order No. 8 with the Town to pulverize and pave 10,950 square yards of Houston Mesa Road at a unit price of $32.10 per square yard for a total of $351,495.00; and to remove and replace 700 cubic yards of unsuitable subgrade at a unit price of $49.68 per cubic yard for a total of $34,776.00.  The total change order amount is $386,271.00, which breaks down as follows:

Entire length of pavement replacement = 4105 Linear Feet or 10,947 Square Yards
Additional section at south end that is 100% Gila County = 175 Linear Feet
Portion shared 50/50 between the Town and Gila County = 3,930 Linear Feet

Gila County's portion = (1 x 175) + (0.5 x 3930) = 2,140 Linear Feet or 52.13% = $201,363.07
Town's portion = (0.5 x 3930) = 1,965 Linear Feet or 47.87% = $184,907.93
Conclusion
Since the Town has already expended the resources and time to issue a contract based on the competitive bidding requirements of A.R.S. §11-254.01, the County would like to take advantage of the opportunity to have a portion of Houston Mesa Road paved, while the Town's contractor is performing paving services for the Town on an adjoining portion of Houston Mesa Road.
Recommendation
The Finance Division Director and the Public Works Division Director recommend approving Intergovernmental Agreement No. 032716 between the Town and Gila County to allow a contractor hired by the Town to pave a portion of Houston Mesa Road for which Gila County is responsible for maintaining.
Suggested Motion
Information/Discussion/Action to approve Intergovernmental Agreement No. 032716 between the Town of Payson and Gila County whereby the County will utilize contracting services procured by the Town to pave a portion of Houston Mesa Road while the Town's contractor is performing paving services for the Town on an adjoining portion of Houston Mesa Road; and the County will pay the Town $201,363.07 for paving 2,140 linear feet of roadway.  (Jeff Hessenius/Steve Sanders)
