Amendment No. 4 to Intergovernmental Agreement (IGA) Contract No. ADHS13-040496 with the Arizona Department of Health Services for HIV Care Services.

Background Information

Gila County has provided HIV care and support services to Gila, Apache, and Navajo Counties for over eight years. Contract No. ADHS13-0040496 was approved by the Board of Supervisors on August 6, 2013. Amendment No.1 to the contract was approved by Board of Supervisors on December 17, 2013. Amendment No. 2 was approved by the Board of Supervisors on January 20, 2015. Amendment No. 3 was approved by the Board of Supervisors on May 5, 2015. Amendment No. 4 is providing contract changes to remove the termination date from the price sheet to allow the budget to extend through end of contract term.

Evaluation

In past contracts, there were two expiration dates in the agreement: 1) on the price sheet and, 2) for the contract length. The price sheet had an expiration date of one year and the contract had an expiration date of five years. Because the price sheet had an expiration date of one year, it was required that an amendment be approved annually to account for the expiration date; and, this was done even if the price sheet did not change. The Arizona Department of Public Health has eliminated the annual expiration date from the price sheet and will use only the expiration date on the contract. This will save the counties and AZDHS time and administration costs by eliminating the need to approve amendments to the contract that are not needed.

Conclusion

Approval of Amendment No. 4 to Contract No. ADHS13-040496 will allow Gila County the ability to provide HIV care and support services to Gila, Apache and Navajo Counties and eliminate the need for contract amendments unless otherwise necessary.

Recommendation

It is the recommendation of the Health and Emergency Services Division Director that the Board of Supervisors approve Amendment No. 4 to the IGA (Contract No. ADHS13-040496) between Gila County and the Arizona Department of Health Services for the period of April 1, 2016, through March 31, 2018.

Suggested Motion

Approval of Amendment No. 4 to an Intergovernmental Agreement (Contract No. ADHS13-040496) between Gila County and the Arizona Department of Health Services to continue to provide HIV care and support services to Gila, Apache and Navajo Counties for the period of April 1, 2016, through March 31, 2018, in the amount of $217,613.
