Gila County Board of Health Board Appointment and Updated List

Background Information

Rick Heron resigned from the Gila County Board of Health effective March 25, 2016. Arizona Revised Statute §36-183 requires that the Board of Supervisors appoint 3 citizens to serve on this board, who are selected for their interest in public health, and each citizen member must be a resident of a different supervisorial district. Mr. Heron represented Supervisorial District 3. The term of office for each Board member is 4 years.

On November 17, 2015, the Board of Supervisors appointed Lance Porter, Linda Scoville, Denise Hansen and Rick Heron to the Board of Health. Their "Term of Incumbent" began on the date the Board appointed them (November 17, 2015), so their appointments actually were for the last month of the previous 4-year term which ended December 31, 2015, plus the following 4-year term which runs from January 1, 2016, through December 31, 2019. The "Term of Office" for those 4 members has been changed to January 1, 2016, as shown on the list attached to this agenda item.

Evaluation

John Wisner has agreed to fulfill Mr. Heron's unexpired term of office which ends on December 31, 2019. He resides in Supervisorial District 3.

Conclusion

The Board needs to acknowledge the resignation of Rick Heron from the Gila County Board of Health and appoint John Wisner to fulfill Mr. Heron's unexpired term of office per the recommendation of Supervisor Marcanti and Michael O'Driscoll, Health and Emergency Services Division Director.

Recommendation

It is recommended that the Board of Supervisors acknowledge Mr. Heron's resignation from the Gila County Board of Health and appoint Mr. Wisner to fulfill Mr. Heron's unexpired term of office.

Suggested Motion

Acknowledgment of Rick Heron's resignation from the Gila County Board of Health effective March 25, 2016, and approval to appoint John Wisner to fulfill Mr. Heron's unexpired term of office which ends on December 31, 2019.
