Grant Award Contract CNA16-208 from the State of Arizona Constable Ethics, Standards & Training Board Equipment Grant Program for Portable Radios.
Background Information
On September 01, 2015, Payson Regional Constable, Colt White, learned of a grant opportunity offered by the State of Arizona Constable Ethics, Standards & Training Board Equipment Grant Program.  The Constable Ethics, Standards & Training Board (CESTB) was accepting grant applications through noon on Friday, September 4, 2015, to provide funding for equipment and training.

Once Constable White became aware of the grant funding opportunity, there was not enough time to get the application on the Board of Supervisors' meeting agenda and be able to meet the application deadline.  On September 3, 2015, Constable White hand-delivered a grant application in the amount of $2,975.64 to the CESTB for the purchase of four portable radios with batteries, antennae, desktop rapid chargers, and belt clips; four speaker microphones; four extra batteries; and four ear hangers.
Evaluation
The objective of the grant application is to receive funding to purchase four portable radios with batteries, antennae, desktop rapid chargers, and belt clips; four speaker microphones; four extra batteries; and four ear hangers for the safety and security of the Constables in Gila County.  The purchase of these items will improve the safety and security of the Constables by providing portable radios, which provides protection by allowing communication with the dispatch center while working in hazardous duty situations.

On October 23, 2015, Gila County was notified by letter that the grant application had been awarded in the amount requested, $2,975.64.  Along with the notification letter, Grant Award Contract No. CNA16-208 was sent to Gila County for execution.  Per the provisions of the grant award contract, Gila County agrees to retain, and require each subcontractor to retain all records relating to this contract for a period of five years; and include with each reimbursement request a budget report and a brief narrative report.  On a quarterly basis, until the project is completed and the contract is terminated, Gila County is required to submit to CESTB a budget report and a narrative report, which shall include budget expenditures, in-kind expenditures and a narrative detailing how grant funds were used to achieve project objectives to date as outlined by the grantee in the grant application.  This grant does not require in-kind expenditures.  The grant award will be disbursed as reimbursement for actual expenses incurred in the completion of the project.
Conclusion
The Gila County Constable's Office has been awarded a grant from the State of Arizona Constable Ethics, Standards & Training Board in the amount of $2,975.64 to purchase four portable radios with batteries, antennae, desktop rapid chargers, and belt clips; four speaker microphones; four extra batteries; and four ear hangers for the safety and security of the Constables in Gila County.  The purchase of these items will improve the safety and security of the Constables by providing portable radios, which provides protection by allowing communication with the dispatch center while working in hazardous duty situations.
Recommendation
It is the recommendation of the Gila County Constable's Office that the Board of Supervisors approve and accept Grant Award Contract CNA16-208, from the State of Arizona Constable Ethics, Standards & Training Board in the amount of $2,975.64 for the purchase of four portable radios with batteries, antennae, desktop rapid chargers, and belt clips; four speaker microphones; four extra batteries; and four ear hangers, for the period of April 05, 2016, through June 30, 2016.
Suggested Motion
Approval of the Payson Regional Constable's submission of a grant application to the State of Arizona Constable Ethics, Standards & Training Board in the amount of $2,975.64 to purchase four portable radios with batteries, antennae, desktop rapid chargers, and belt clips; four speaker microphones; four extra batteries; and four ear hangers; accept the grant award in the amount of $2,975.64; and, authorize the Chairman's signature on Grant Award Contract No. CNA16-208.
